Twenty-one-year-old Melissa Garcia was charged with three counts of child endangerment and operating a vehicle with no consent. She was in custody Sunday at the Johnson County Jail on a $10,000 cash only bond. Garcia was arrested Saturday night in Iowa City.]]></description>
