I tend to think that this action is not part of a nationalistic ban on foreigners, but a way for Mexico to try and encourage its citizenry to become more educated and to hold more white collar jobs. More of a statement of 'Only you can fill these positions' rather than 'Mexicans are better than foreigners.'

So when America places restrictions on immigration it's xenophobic, but when Mexico does it it's good for the economy, so it alright?

Does Mexico have waves of immigrants making it so that they need to place restrictions on immigration?

From both the American and Mexican point of view, all of these restrictions are done to help the economy. In America it's done to keep the workforce from being flooded with cheap labour which drives down wages. In Mexico its done to ensure that there are high paying jobs made available to natives (generally raising the wage levels). Everything nations do comes back to economics, because it underpins every aspect of life. These policies are set to affect simple supply and demand.

When the US is moving backwards to match Mexico, that is a problem. Mexico needs to move forward, but that country also has unique problems and concerns that may make a US modeled system impractical.

Mexico's law applies to all foreign born nationals. The latest push in the US targets just one group - that is not only xenophobic, but bigoted. Where are the National Guards going? Where are the fences going?

    That is certainly a flimsy argument.

    The National Guard and the fence are going to Mexican border because that is where 97% of illegal immigrants come in! If you want to address the problem of illegal immigration, wouldn't it make sense to look where most of them come in???? (Even the non-Mexicans????) Duh...

    If there were a couple million Canadians scampering south then it would make sense to do some more work on the northern border as well. But the Canadian border isn't an issue.
