I'm fairly certain he meant "fight" more in the traditional context, in which both parties know there is conflict, and each has an opportunity to exchange blows. To say what happened last summer in London was "a fight" is like saying there was a big fight in New York in September a few years back.
The only problem with that is Al Qaeda doesn't fight in a "traditional context" and anyone who expects them to needs to rethink their approach.
So if Bush measures the success of the War on Terror by whether or not Al Qaeda buys uniforms and tries to literally invade the US, he'll probably be pretty happy with the outcome.
However, if decides to measure it by the number of deaths caused by terrorism he might not be as happy.

Granted, and I wouldn't expect them to. I was simply clarifying, since my read of ComSen's comment was more a sad reflection on the fact that people died without even being given a "fight" (i.e. a chance to defend themselves), rather than claiming that conflict never existed in the UK.
This whole thing is about the current events in Britain. There was no "fight" or "fighting" today. Also, this was not in the US. NoUse made the statement (sarcastic)

I was pointing out that today's events did not take place in the US. So not only was there no "fight" here in the US, the terrorists were not even in the US.
The threat level always rises near the elections because terrorists want our strongest "defenders" in power.
