The resignation appears to be over some sexually explicit instant messages he did on AOL, not an email conversation.

Unless he's really freaky and it was both.

The House in 2005 passed Foley-sponsored legislation that would subject child sex offenders to stringent monitoring requirements and tough penalties for failing to comply with registration requirements. "We track library books better than we do sexual predators," Foley said.

Foley said he was "sorry" today after the emails to the former pages under the age of 18 were revealed. In the emails, sent from his AOL account, Foley had made repeated references to sexual organs and sex acts.

In Congress, Foley has been considered one of the foremost critics of child pornography and pedophiles. Among other measures, he succeeded in getting a law passed that allowed organizations like the Boy Scouts of America and Boys and Girls Clubs to have access to FBI fingerprint background checks to help protect children.

The report may have meant instant messages where it says emails.

    "They've been shopping this around to reporters for weeks now. They want a headline and that's it. It's a political smear campaign of the worst kind," Kello said.

    Sure was despicable of that mean old Mahoney campaign to out a pedophile. It's a victory for Democrats, but more importantly it sends a message to the pedophiles that it's time for a change.

        Saying he was "deeply sorry," Congressman Mark Foley (R-FL) resigned from Congress today, hours after ABC News questioned him about sexually explicit internet messages with current and former congressional pages under the age of 18.

        A spokesman for Foley, the chairman of the House Caucus on Missing and Exploited Children, said the congressman submitted his resignation in a letter late this afternoon to Speaker of the House Dennis Hastert.

        It appears that the Republicans can choose another person to run in his place, but the ballots are required to keep Foley's name. This mean the GOP can keep the seat that was deemed safe, but will have to get voters to pick Foley on the ballot.

          It can probably be defined illegal depending upon the circumstances if the person is underage. Which they were.

          The speed with which Foley resigned, the terseness of his resignation letter, its immediate effective date, with no fight what-so-ever, likely means that he's been caught doing something. My bet is that the D.A. came to him and said "we're going to charge you" and he was told to get out of the party NOW to hope that its over before the election.

          Now - I'm looking this morning and amazingly, and unless I missed it, only FOX NEWS has the article still prominently on the front page. WTF.

          In Congress, Rep. Foley (R-FL) was part of the Republican leadership and the chairman of the House caucus on missing and exploited children.

          He crusaded for tough laws against those who used the Internet for sexual exploitation of children.

          "They're sick people; they need mental health counseling," Foley said.

          But, according to several former congressional pages, the congressman used the Internet to engage in sexually explicit exchanges.

          They say he used the screen name Maf54 on these messages provided to ABC News.

          Maf54: You in your boxers, too?
          Teen: Nope, just got home. I had a college interview that went late.
          Maf54: Well, strip down and get relaxed.

          Another message:

          Maf54: What ya wearing?
          Teen: tshirt and shorts
          Maf54: Love to slip them off of you.

          And this one:

          Maf54: Do I make you a little horny?
          Teen: A little.
          Maf54: Cool.

          The language gets much more graphic, too graphic to be broadcast, and at one point the congressman appears to be describing Internet sex.

          Federal authorities say such messages could result in Foley's prosecution, under some of the same laws he helped to enact.

          "Adds up to soliciting underage children for sex," said Brad Garrett, a former FBI agent and now an ABC News consultant. "And what it amounts to is serious both state and federal violations that could potentially get you a number of years."

            It is sad, yet common to see someone like this fighting the evil that they themselves perpetrate. It makes me wonder why he legislates against pedophiles. Is it a cover? A confession?             As an anti-war conservative , who despises Bush and all he represents, I still find this article an example of what is wrong with American politics.

            Democrats are so happy to see the story and cite it as an example of how all Republicans are evil. Republicans would (and do) do the same when a Democrat does something awful like this.

            But this story has more to do with a sick individual than his party.

            Whereas the bills approved (and amendments defeated) over the last few days in congress, along with the war disaster, the lies the war crimes, etc (you know the list) is what really upsets me. But so much gets lost in the noise of American partisanship.

            Your side (left or right) says the sky is green, and by-God it certainly is and anyone who says otherwise is a terrorist, cut-and-runner, war-mongererm, or whatever.

            Stuff like this story should be more about the failure of the system in allowing a weirdo to chair committees on child abuse, than on political arguing.

            You're right. Even so, I wouldn't be surprised if Democrats fail to capitalize on this (and all the other recent Republican gaffes) come election day.                 I agree that you can't condemn the Republicans as a party for the behavior of a single pedophile in their midst. It could just as easily have been a Democrat, really. But what you can blame the Republican leadership for is knowing that Foley was propositioning teenagers and not at the very least taking steps to ensure that he doesn't have contact with pages any more, let alone make sure he gets help or gets brought to the attention of authorities.

                I find that argument for dodging responsibility as spurious as the Catholic administrators who failed to remove pedophile priests from having contact with children after convincing the parents not to go to the press. It seems to me that the number one consideration should be ensuring that no further children are endangered, not protecting the image of their group. Instead, they placed the image of the Republican party above the safety of the teenagers, trying to keep it quiet.

                And blaming the Democrats for their woes is really low. Any bad press the Republican party gets off of this is entirely their own fault. If they had come clean with the problem when it first came to their attention, removed Foley from access to teenagers, and got him help, it would have made their party look responsible and trustable. But they opted to go the other way.

                  Age of consent in Louisiana is 17, so that page was underage. That means Foley is probably liable for soliciting sex from a minor. It seems homosexual contact is illegal in Louisiana as well.

                  On the other hand, while 16-year-olds are emotionally immature, they are sexually mature, so this doesn't qualify as pedophilia.
