While I hate the idea of putting rules like this into student handbooks, especially since games are for the most part harmless, I can understand why they would want to do some of this.
Theft, while I can't believe it would be an issue for elementary school students, is a good enough reason to suggest a ban you could just as easily have the school suggest they do not bring and claim no liability.
Distractions, from what I understand currently they only play with the games at reccess where the idea is to be distracted. Ban them from classrooms, not the school entirely.
Fights, they are going to happen anyway; you can't stop human nature. I don't think banning video games is going to reduce the amount of altercations at school even by a minute amount. Bullies will be bullies.
This reminds me of when I was in middle school and they banned Magic The Gathering cards. They never gave a good reason why and I still to this day cannot fathom an explanation other than they simply decided they needed/wanted to. Let the damned kids have some fun.

Why is this news? Schools have had rules like this since the late 90s.
It's always news when you create inane laws like this in the "Live Free or Die" state.

Last time I checked state legislatures make laws, not school principals.
But this rule has been around for 10 years in many schools now...
The only logical emphasis here is futile...In our near future having exceptional "recess knowledge" as opposed to that of a video game isn't going to be of much relevance now is it?
Yes. They do, so that one day when they are given the opportunity to really control an un-manned fighter jet with bunker busting uranium tipped bombs they know precisely how to lock-on to idiots who juxtapose Recess Knowledge with Video game Knowledge and attempt at making any type of superficial comparisons.
