My local IHOP has never done anything like that so I would consider it an isolated incident.

The leftovers in my garbage disposal is better than Denny's.

Considering they are usually open 24 hours, and a lot of their late night clientele are drunk college students, I can understand how the old "chew and screw" might be a problem.
If you're going somewhere to eat with the specific intention of not paying for your meal than why in the @!$%# would you choose IHOP? Why not steal good food?

A few years ago, at my first college in Indiana, I worked at a Borders, and on my lunch breaks, I'd go to IHOP sometimes. They had this one super amazing fiesta something salad with guacamole and sour cream...for some reason I was addicted to it. Not to mention since it was 24/7, I'd go there late with friends to study or just bull@!$%#.
Why IHOP? Well, when you're 18 in the @!$%#ty city known as Fort Wayne, you get bored real quick. In late 2001 they did not have any fun for you if you were under 21.
