Everyone just assumes that there's no record of anything copied on a photocopier. In most cases, such as in my own office, the photocopier is actually a document center and is used for copies, faxes, and printing. With the onboard HDD, anything copied, faxed, or printed on the unit leaves a digital record that someone with malicious intent could obtain.
