I'm dubious about the claim it's independent of fossil fuel prices. More like oil prices have been above the investment threshold long enough for an established floor making long term energy investments profitable ventures with acceptable risk. A more in depth study would likely show the article should read 'sustained oil prices have led to massive investment in alternate energy sources'. They had to throw the paid hacks about global warming and government action in there though.
