Uh, huh. This is like me saying that you can imagine a scenario where the state of Nevada outlaws gambling and makes Las Vagas into a ghost town. Right.

I think that the article is talking about the limitations in Windows primarily. Linux supports 64 CPUs "out of the box", and the largest supercomputers are using it on up to 64K processors.
DOS had its limitations too. It just got left behind as the technology advanced.
