States can put teeth into this economic stimulus package through a suspension of sales tax collection for the entire month that tax rebate checks are mailed. The checks by themselves are insufficient. Where recipients of these funds are able to spend tax-free, they will undoubtedly be influenced to actually spend those funds.
This should extend to the entire collection of sales taxes, not simply on clothing and shoes.
