With less than a week to go before the presidential election, there’s no question the 2008 race to the White House is hinging on the economy. There is a question, however, about how much power the winner will have to turn the troubled economy around.
With the nation facing its worst economic crisis in decades, economists and historians say it is hard to predict how much sway either Barack Obama or John McCain will ultimately have over the nation’s economic woes. That’s partly because the crisis is moving so rapidly and partly because a new president’s power depends in part on external factors that are difficult to gauge, such as whether he faces a cooperative Congress.
“There are limits on what a president can achieve or do, but the expectations are so great,” said Robert Dallek, a longtime presidential historian.
Still, that’s not to say the president has no power at all, both as a policymaker and as a national leader.
“The first and foremost thing he has is the ability to promote confidence, and that’s an absolutely essential ingredient, it seems to me, of stabilizing the economy and making people more hopeful about the country,” Dallek said. “That’s very much the president’s job.”
Ken Mayland, president of the forecasting firm ClearView Economics, sees plenty of similarities to today’s situation and that of 1992, when the first President Bush was in the White House, the economy was in decline and the Democratic contender, Bill Clinton ran his campaign on the theory that “It’s the economy, stupid.”
“The public wanted change, and the election validated what the public wanted,” Mayland said. Clinton's election boosted both confidence and the stock market, Mayland noted.
This time around, with either candidate poised to replace a deeply unpopular president, Mayland said a change in leadership could have similar results.
The more difficult test of the new president’s mettle — whether he can put forth policies that improve economic conditions — may be dependent on whether he is able to move quickly and with the support of Congress.
“The president is fairly constrained in what he can do without congressional action,” said John Steele Gordon, a business and financial historian.
If a new president wants to make broad changes aimed at boosting the economy, several experts say he’ll also have to move fast. If history is any judge, the president’s power will likely be most potent in the first few months of his presidency.
“Presidents are at their most powerful in the first six months of their first administration,” Gordon said. “Traditionally, that’s when things get done.”'
President Franklin Roosevelt famously spent his first 100 days in office crafting an economic policy that would reverberate for years as the United States worked its way out of the devastating Great Depression. During those first months in office, he faced little opposition from Congress, enjoying the kind of cooperation President Bush received in the days following the terrorist attacks of Sept. 11, 2001.
Still, Gordon thinks economic conditions in the United States would have to worsen considerably for a new president to get that kind of free rein this time around. And, if the president faces stiff congressional resistance, that is likely to severely hamper his ability to take aggressive action.
In that sense, Dallek thinks Obama might have more clout if, as expected, he is working with a Democratic-controlled Congress. But McCain also has a record of seeking bipartisan accord, and Dallek predicts that, if elected, he too would get a "honeymoon period" at the outset of his presidency.
In many ways, several experts said, the president’s most powerful weapon in fighting economic malaise will be the early choices he makes for key Cabinet positions, as well as the other advisers he surrounds himself with.
Perhaps the most important pick will be his choice to replace Treasury Secretary Henry Paulson, who has been the driving force behind the Wall Street rescue plan and has said he will step down at the end of President Bush’s term. With a crisis of this severity, the new Cabinet will need to be ready to move at full speed once the new president is inaugurated.
“What’s going to be striking to people is how quickly the new president will move to name his Cabinet,” Dallek said.
The president also will be facing an anxious public looking to see results soon after he is inaugurated, Dallek said, especially if he has a lot of cooperation from Congress.
“(If), 90 days down the road, he has not delivered, then he’s going to lose a lot of credibility,” Dallek said.
That may be a tough deadline to beat. Mayland, the economist, notes that even the most well-intentioned president may be fighting market and economic forces beyond his control. After all, no president wants to preside over an economy in decline, and yet inevitably declines happen, no matter how much clout the person sitting in the Oval Office has.
“Even with good policymaking, the economy still remains cyclical,” said Mayland, who predicts the economy will start to rebound in the second half of 2009 and into 2010.
One key policy issue the new president will face is whether to completely revamp the investment and banking regulations that were meant to police Wall Street. In the wake of the financial crisis, many placed blame on a system they said was weakened under a push for deregulation.
A substantial regulatory shift could help the economy, but the president faces considerable risk if he puts forth a bold plan — especially if it turns out to be the wrong one.
While good policy decisions can sometimes have only a muted impact on the economy, Mayland notes, “Bad economic policymaking is really bad for the economy.”
I have been wanting to address this fantasy that those earning under $45K a year already do not pay any taxes. My son is a 21-year-old Corporal with the US Marines. He is serving in Iraq at Camp Al Taqaddam. He made about $18,000 last year. Being single, he has no deductions he can take so took the standard deduction. Obviously, having earned only $18K I wrongly believed that all of the taxes withheld from his meager paycheck would refunded to him since, afterall, those making under $45K pay no taxes, right? Wrong! He had approximately $1800 in federal income tax wtihheld,not counting SSA, medicare, and the like, and he got back $300! That means he paid $1500 in taxes! A young soldier earning nothing, risking his life in Iraq, paid $1500 in taxes! Believing I must have messed this up some how, simple though it was, I took his return to H&R Block for review, paying for it myself and discovered that I was exactly correct. I asked them: "What about the propoganda I hear all the time from both parties that anyone making less than $45K does not pay ANY taxes?" They replied: "It is just that, propoganda." Expect much more of the same when Obama gets in, only worse! Middle class tax cuts my rear end!

As to H&R Block, that may be true, but I have been doing my own taxes and that of my friends for 33 years, first on my own and now using TurboTax. My 87 year old father is a retired accountant and he also concurred with my figures. One need only go to the IRS website and look at the tax tables. If you have an adjusted income of $500 it is taxed! It is not rocket science to do the tax return of someone in my son's position. At least he got back all of the money withheld by the state of Idaho since they do not tax military personnel, one of the few states that does not do so.
I made 18K /yr in an environmental Lab after graduating from college. (That was 20 yrs ago), I understand that it isn't much. And with today's cost of living its even less. Back then I had to pay taxes as well. Serving in the military should exempt a person from paying taxes in my book.

Why would he deny a long association and friendship with Ayres, unless he didn't want us to know? For what reason would he not tell the truth, unless he wants to hide the truth.

Now comes MSNBC setting up a power grab by Obama...and we haven't held the election yet. OH the poor new President, he won't have enough power to fix the economy. Congress has yet to spend a single day evaluating the response to the hurricane, or demanding accountability for the decisions that were made in the crucial hours after the storm. Everyone's hunkering down, fingers crossed, hoping it doesn't happen again. Well guess what people? We are having more floods right now. What are we doing to help these people out. Now, that's just crazy. Storms happen. Deal with it. Make a plan. Figure out what you're going to do the next time. Why are we allowing people to build in flood plains anyway? If you build in a flood area, expect to be flooded and deal with it. Don't expect the Government to bail you out.
Name me an industry leader who is thinking creatively about how we can restore our competitive edge in manufacturing. All they seem to be thinking now-days is getting themselves bigger salaries and bonuses. Who would have believed that there could ever be a time when 'The Big Three' referred to Japanese car companies? How did this happen, and more important, what are we going to do about it? likely nothing!
Name me a government leader who can articulate a plan for paying down the debt, or solving the energy crisis, or managing the health care problem. The silence is deafening. But these are the crises that are eating away at our country and milking the middle class dry.
I have news for the gang in Congress and the Senate. We didn't elect you to sit on your asses and do nothing and remain silent while our democracy is being hijacked and our greatness is being replaced with mediocrity. What is everybody so afraid of? In my lifetime I've had the privilege of living through some of America's greatest moments I've also experienced some of our worst crises: the 'Great Depression', 'World War II', the 'Korean War', the 'Kennedy Assassination', the 'Vietnam War', the 1970s oil crisis, and the struggles of recent years culminating with 9/11. If I've learned one thing, it's this:
'You don't get anywhere by standing on the sidelines waiting for somebody else to take action. Whether it's building a better car or building a better future for our children, we all have a role to play. That's the challenge I'm raising in this book. It's a call to 'Action' for people who, like me, believe in America . It's not too late, but it's getting pretty close. So let's shake off the crap and go to work . Let's tell 'em all we've had 'enough.'

Since about 5% of the people have nearly all the wealth tied up in the country should tell any sane person theres something with the system. No small group of people like this should have never been given the opportunity to seize all the wealth of a country. I know this small group of people own the country and tell the politicians what to do, but I think it would be a good idea for the government to seize these assets of this 5% and use it for some good. This system of plantation owners & slaves can't continue. We have let this small group of people rule us for too long. We've let this go on too long, just as we have let immigration get out of hand over the years. It will be tough but essential to the country to change this system.

There are several books in the Holy Bible that refer to the anti-christ. He is described and what type of reign he will have. It will last 7 years. It does state he will seem to be a man of peace and will deceive many. God even tells us that the number of the anti-christ is 666. God said, " And he causeth all both small and great, rich and poor, free and bond, to receive a mark in their right hand or their foreheads: And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name. Here is wisdom. Let him that hath understanding count the number of the beast for it is the number of a man; and his number is six hundred threescore and six." Read Rev. 13:16-18. Rev. is just one book that refers to the anti-christ. God is saying it is possible someone could figure this out, but no one has yet to my knowledge. I have not read anywhere in the Bible, talking about the anti-christ, that says he is a man in his 40's. I guess it could be 20's, 30's, 40's, 50's........who knows. But, the fact is that the anti-christ will appear, but no one but God knows for a certainty when that time will be. God also tells us what prophecies have to be fulfilled before the anti-christ comes. I do wonder about these verichips they are implanting in some people. I have read some people (few I think) have had them implanted and that in some places they are implanting them in babies. I also read a few companies have had them implanted into their employees. toxic, i have to disagree. while it may be technically true that a lot of the middle class was doing okay a few years ago, real wages are the same now as they were 35 years ago. the seeds were being sowed for the present disaster primarily by the fed & treasury, & the incompetence of paulson, greenspan & bernanke is staggering. the meltdown was also predictable because the national debt and balance of payments deficit are huge. remember there was a surplus under loverboy clinton. greenspan said in his biography that he was glad the rustbelt industries were gone, and that the replacements telecommunication and computers were doing fantastic. the problem is it aint true. in 2006 telecommunications were negative $55 billion plus( we imported $55 billion more than we shipped out). computers were negative $11 billion. not sure if 2007 figures are out yet, i haven't looked, but they are probably worse. i'm not glad the rustbelt is gone, we used to have tremendous strength in our steel & auto industries, today they are basket cases. the housing crisis should never have happened, and wouldn't if mccain pal sen. phil gramm hadn't been instrumental in repealing glass-steagall, and the prime mover in the passage of the commodity futures trade act, both meaures took away regulatory power over our financial institutions. so the bailout was predictable, & so was $4 a gallon gas, tripling of food prices in the last 8 years, the collapse of the housing market, weakening of the dollar. the "liberal media" fails to mention this but the two wars have contributed greatly to our financial mess. can't spend several trillion dollars without ramifications. also the enormous waste at the pentagon & boeing, lockeed, and the rest of the trough feeders are bankrupting america. yet the billion spent on the joint strike fighter jet( which has yet to fly one second over either iraq or afghanistan) & the strategic defense shield (which will never work as anyone with either a phd in math or physics will tell you) both greatly contibute to america's problems. we have never learned what napoleon, the kaiser, & hitler learned the hard way. their lesson was don't attack russia on their soil. our lesson in korea, viet nam, iraq and afghanistan should have been stay out of it, you'll just waste a lot of lives and money. but rumsfield was to stupid to listen to senseki. so bush said the war would be over in 6 weeks & cost $70 billion. it's been 6 years, & mccain voted with bush 90% of the time. don't listen to o'reilly, hannity, limbaugh, savage & the other nitwits.
The premise of this story, "Can the next president have an impact on fixing the economy?" is ridiculous at best. This topic is clear proof that journalism's standards and ethics are barely present in main stream media. Of all the people who should know how the world REALLY works, journalists continue to mislead the public with mythology. Our country was an oligarchy at best which has now just been converted into a kleptocracy. This means that the corporations that have been running this country for quite some time now are being given a huge gift of soon-to-be-worthless cash by our government who expects us to pay that debt off which is totally impossible given the current debt our country is in.
I have not heard a sensible plan or strategy to address the alleged financial crisis from either of the major parties nor do I expect such a thing to occur. It seems we have forgotten the power that 600 billion people have when they wake up and realize that there are enough resources for EVERYONE on this planet to live comfortably. As much as we have evolved mentally and spiritually, when will we get to the point where we no longer allow the very few to control these resources and keep us fighting with one another? Money, gold, diamonds, oil, and other things we consider valuable have been given that value arbitrarily. However, they are but lifeless mediators that we have become dependent upon to provide us the incentive to conceptualize, create, grow, and implement things necessary to our survival.
EVERYONE needs food, water, shelter, education and there is a vast abundance of all these things but we don't ensure that EVERYONE has access to them. Instead, we make ego-based excuses for not assisting those in needs such as blaming the victim of laziness, discriminating against their skin color, religion, sexual orientation, or whatever foolishness our insecure minds can come up with. This happens in our own "greatest country on earth" every day and we are doing little to change that. Everyone for him/herself is not a "United States" of anything. Until we recognize that our humanity is our common bond and begin respecting and protecting life in all its various forms, the imbalanced control of the minority over the majority will continue to thrive.
I know many of you are very upset about feeling absolutely powerless to have any kind of influence upon your elected officials but there is a different mind set required to solve the problems we find ourselves facing. We have to first wake up and learn how the world really works. Google "money as debt" and watch a very simplified but accurate view on how our banking and economic systems are based upon smoke and mirrors. Watch C-SPAN and see how our 2-party system does little to benefit the American citizenry who aren't there to lobby on their own behalf. Read the constitution and learn how our "wonderful" forefathers invested ALL of the citizens' powers into congress with no recourse to have them removed by the people when they no longer benefit their constituencies.
We ALL see the blatant disregard for our needs by politicians and CEOs alike yet we continue to look to them for relief from the problems they helped create. Even our justice system has succumbed to the siren call of capitalism and sits mesmerized and in collusion with the very criminals it should be adjudicating.
My fellow US citizens, we have to work together to help each other wake up out of the madness that masquerades as "society." We are intelligent enough come up with better ways to deal with issues and have our needs met. The question is, do we have the will to work together and ultimately do better?
I was just reading a CNN Article online that discussed Sarah Palin's future GOP Clout. The Alaskan Govenor is attempting to discuss economics (among other things) and agin is coming off as a poorly informed individual. The Republican Party is already splintering into smaller tribes, the main one is hopeful that Palin will be a future asset to the party and run again. The handlers and Governer are indicating they would have ran things differently. There are two main problems with this premise; She will have no clout in Alaska after this completely failed attempt at a national office. The trooper-gate issue is not over and the Alaska Legislature is not done with her yet. She will not be re-elected and may be forced to leave office early. Secondly, if the GOP attempts to run on her for a national office she will be further scrutinized and would be interviewed in greater depth (and we all know how well she does in interviews) and fail miserably in communicating to the American population. She is suppose to have a degree in communications and she has no grasp of the english language. I am all in favor of the Republican Party putting all their eggs in this basket! It will assure that America will stay on the right track for years to come (under Democratic Party rule).
