Analyst: California faces $28 billion deficit

WEST SACRAMENTO — California's budget deficit will grow to $28 billion through June 2010 unless lawmakers take bold action, possibly including a hike in the state income tax, the Legislature's nonpartisan analyst said Tuesday.

The Legislative Analyst's Office urged lawmakers to act immediately on Gov. Arnold Schwarzenegger's proposals to close the deficit for this fiscal year, projected at $11.2 billion — about 11 percent of the state's general fund. They include a 1 1/2 cent sales tax increase and $4.4 billion in across-the-board spending cuts.

The Schwarzenegger administration had projected a $24.5 billion hole for the rest of this fiscal year and the one that runs from July 1, 2009, to June 30, 2010.

But the analyst's office estimates tax revenue will be even lower than the administration expected.

The revenue collapse is so bad that if lawmakers did nothing, the state would face $22 billion shortfalls each year from 2010 to 2014, the analyst's report said.

While California has experienced larger deficits in the past, Taylor said the current budget problem is the worst in state history because of the projected steep decline in tax revenue over the next five years.

"With the expected slow recovery of the state's economy, it is imperative that the Legislature attack the grim budget problem aggressively, making permanent improvements to the state's fiscal outlook," wrote Legislative Analyst Mac Taylor.

He said the governor's proposals would address only about half the state's long-term problems.

Taylor proposed raising the state income tax by 5 percent for all taxpayers in 2009. Another option is to boost the licensing fee on vehicles, which Schwarzenegger cut when he took office in 2003. That action cost the state about $6 billion a year.

Lawmakers scheduled a budget hearing Friday to debate the governor's proposals. The legislative session ends Nov. 30.

The spending cuts are good, but rather than hike taxes, it would probably be better to have Tax-Free days like Rudy did in New York.

    I thought Arnold supported not raising taxes at all right now due to the economy?  WOW!  Cali is pretty heated right now in some areas and divided due to the recent election and propositions. This new info can't be coming at a good time!

    Not only that, but the fact that the Democratic majority in the State Congress was not able to pass the State Budget because for a long time, they needed only one more vote from the Republican minority to pass them. I'm sure if Schwarzenegger didn't cut the vehicle license fee when he entered office, we would probably not have such a huge deficit. It's a little ironic that he would cut those taxes, only to raise them again.

    Still, at least he's learning that you can't cut taxes and expect the deficit to magically decrease.

    They really don't have much of a choice. The State Budget is so highthat homeowners are stuck with houses they can't sell and banks are stuck with loans that can't be re-payed.

    If the Gov. doesn't increase sales taxes or decrease State spending, the budget will continue to have a huge deficit for years to come.

    The solution would be to lower taxes to the point where it became attractive - profitable! - for the economy to kick-start itself off again.

              ah my nephew won't be happy his party is raising taxes and obama is going to up his income tax. hahahahhahahaaaa    seriously its going to get worse if we can't find a way out of this.  personally i would like to see ford, and gm start selling stocks without the brokers to us little people.  my dad bought a  model t for his first car.  us little people could give an american company a leg up and get something back for it when the new green cars roll off the line.  i'm in for a hundred bucks if they do that.  coarse they would have to find out if it was cost effective to do that.  still would be nice to be able to do something now that we got obama elected.  i already changed my light bulbs and heat with pellets,  i think there are a whole lot of us that would like to do more to help this country.  i conserve, wash clothes in cold water,  keep the air up on the tires etc.  so what else can we do.  save some money, can't invest as i can't afford the brokers fees and why pay them to a broker any how as they kind of slit our throats on wall street.  still backing a good american company might be something we could do.   i wrote a email to ford,  i don't think they will hear me or read it.   ah i'm feeling like now that we got obama elected  he should tell us or ask us what we can do now to help ourselves. each other and our country.

                If I remember proposition 13 correctly, the Governor nor the legislative body can increase taxes, only the people of California can increase taxes.  and that is by a 66% positive vote.

                I tell ya, Arnold's pragmatism has been impressive. When he first ran and I didn't know anything about his politics it looked like another puppet regime for the backroom Cheney-esque Republicans, but this guy has looked like a true problem solver even when his solutions aren't necessarily popular. I think he's doing the best he can.

                The bigger issue is that there has been a huge sucking sound in state governments since Bush took office. I've watched state sales tax, property tax, and every other kind of tax soar in the last four years as money evaporated from the federal government due to the tax cuts for the rich. I've been taxed up the you-know-what for the last eight years to subsidize Bush's rich buddies. Schwarzeneggar is just taking that to the next level in California because now they are dead broke. The Bush trickle down approach was a joke.

                The most reprehensible part of this mess is that the Reps, after bleeding the country dry, are trying to use this opportunity to give a land grab to oil companies and investor robber barrons. Forget gay marraige, they need a law to prohibit Reps from stealing every last cent from the middle class.

                I hope we turn this thing around in the next 8 years.

                  Arnold is probably one of the most moderate Republicans in CA. I didn't really like it when he supported McCain for his Presidential run, but he has been once of the best governors to push for better energy policies.

                  I wonder what impact the 12 million+ illegal immigrants in California has on tax revenue. Great because they are the workers and keep the place moving, but most probably don't pay income tax and work illegally, skirting payroll taxes...while benefiting from the public school system and other services.

                    I am reading all your comments about Cali living a pie in the sky life, we can afford the taxes, etc. None of you have any idea of Cali unless you live here. It is not all a ray of sunshine with swaying palm trees and drinks with little umbrellas. There are lots of neighborhoods that are like Atlanta, New Orleans, and other low income states! We are not all rich people! Why can't he just cut spending?? He has already ruined the workers comp laws, cut education for the kids, and now wants to raise taxes AGAIN!!!                           elvis- In my opinion your statement does not make much sense, I am glad you are not the governor.As far as a liberal goes, I do not buy it for a new york minute. People just do not seem to realize how tough the economic conditions are. The governator also includes more cuts  to  programs,a 5% wage cut for state employees and the tax increases. When I look at all the propositions that passed, I am left wondering, Do people think that there is a proposition money tree in California? Where do people think money comes from to run the state or the federal government? How California goes the rest of the country goes too.

                              The economy is bad. Part of the revenue: income tax(job losses=less revenue), property values drop(property taxes drop=less revenue), consumers cannot afford basics not to mention extras(less sales tax=less revenue), tightened credit causes short and long term interest rates to increase(higher interest payments=less revenue).I am sure these are only a few of the issues that are causing the deficits and the items mentioned keep feeding off each other and intensifying the problem so as far as I can tell there is not  an easy or quick solution to this catastrophic problem. I think things  will continue to deteriorate before they stabilize and I can almost guarantee it will not be confined to just California but throughout the country.
