WASHINGTON — South Korean President Lee Myung-bak said Wednesday that his nation and its allies will not be intimidated by nuclear threats from neighboring North Korea.
Lee and President Barack Obama have used the South Korean leader's three-day visit to Washington to display a unified front in the face of North Korea's threats of nuclear war and its vow to expand its nuclear programs. Tensions in Northeast Asia have risen sharply since the United Nations slapped the North with sanctions as punishment for its nuclear test last month.
The North responded to Lee's visit with a statement vowing "a one hundred- or one thousand-fold retaliation with merciless military strikes" for infringements on its sovereignty.
Lee told an audience at George Washington University, where he received an honorary degree, that South Korea would not allow nuclear weapons in North Korea under any circumstances. "North Korea continues to engage in belligerent activities, ... threatening peace and stability in Northeast Asia and beyond," Lee said.
But Lee also held out the possibility that a nuclear-free North Korea could gain peace and prosperity and normal relations with the outside world.
"North Korea must understand that it is in their best interests to fully give up their nuclear weapons ambitions," Lee said through an interpreter. "When North Korea takes meaningful steps toward peace and dialogue, Korea, as well as the rest of the international community, stands ready to extend a helping hand."
State Department spokesman P.J. Crowley told reporters Wednesday that the United States is now aggressively implementing U.N. sanctions. He urged the North to return to nuclear disarmament negotiations.
Asked about the possibility that the North was preparing for more missile tests, Crowley said, "I don't think anyone in the United States government has a crystal ball on why North Korea does what it does. Its behavior is provocative. It represents a threat to the region. We have grave concerns about the behavior of North Korea."
Crowley suggested that more North Korean entities could be added to a U.N. sanctions list.
At their White House meeting on Tuesday, Lee and Obama said they were united in their efforts to stop the North from using nuclear brinkmanship to squeeze concessions from a frightened world.
North Korea already has tested two underground nuclear devices and is believed by U.S. intelligence to possess enough material to make several nuclear bombs.
North Korea is furious over U.N. sanctions that toughen an arms embargo and authorize ship searches in an attempt to thwart the North's nuclear and ballistic missile programs. The United Nations, however, did not authorize military force to compel the measures.
Obama said the leaders agreed that the new U.N. resolution must be fully enforced, something the North has said it would consider an act of war.
The North has responded to the U.N. sanctions by promising to weaponize all its plutonium and step up its nuclear bomb-making by enriching uranium. Both plutonium and uranium can be used to make atomic bombs. U.S. officials have said the North Koreans also appear to be making preparations for a third nuclear test.
On Wednesday, the government-run Minju Joson newspaper published a commentary saying, "If the U.S. and its followers infringe upon our republic's sovereignty even a bit, our military and people will launch a one hundred- or one thousand-fold retaliation with merciless military strikes."
Lee also pressed during his visit for quick ratification of a stalled U.S.-South Korean free trade agreement.
At a Tuesday dinner sponsored by the U.S. Chamber of Commerce, Lee urged representatives of top American companies to push for approval of a deal that he said would dramatically boost trade and strengthen the countries' alliance.
Obama, however, suggested that work still had to be done on the deal, which was signed in 2007 after painstaking negotiations but has since faced complications over disputes over autos and U.S. beef imports to Korea.
The agreement has been promoted as a potential $10 billion boon to the U.S. economy. Failure, supporters say, would threaten U.S. standing in an important region.

The incentive is an "avenue for peace", as in North Korea won't get its ass kicked if it plays nice and abandons the nukes.

Supposedly the fearless United States and the other four countries involved in the international nuclear program will be the official "butt kicking" initiators. But considering they've been doing whatever they want (whether the U.N. allows it or not) since 2006 I doubt they're going to take this warning to heart. I am for the United States keeping their hands out of other people's (nation's) business, but I think this affects too many other nations around the world, including South Korea, China and Russia to name a few of the close people.
I'm not sure what North Korea is thinking, but it's basically them against everyone surrounding them. Germany proved that you cannot win a two-front war, but with North Korea, it's like a 3 front war alongside the United States. I mean, it's impossible for them to win, and if they want to, they will be totally annihilated with so many casualties, it will just be a horrible outcome. Not only for them, but for us as well as I'm sure if they wanted to start a war, they would plan on using those Nuclear Weapons they possess.
Let's hope something can happen, but I fear the only way to stop this now is to just take them out. A single Korea is better than the one we have now.

We have people who could just go in and take out Kim Jong and that what we should do, but if we don't and he does start a war than we just nuke him and we will never have to send any troop in. the only problem will be the fall out from the nuke to the other country including south Korea.

I'm not so sure you can count China in as an ally against North Korea. They talk a good game at the table, but basically they are North Korea's allie. What is a more likely scenario is that nothing will happen, the North will continue to test away, everyone will make a threat to not do that, the UN Security Council will throw sanctions at them without any bite to them and the cycle will continue.
I do not want to see another war, simply because that would put us on three fronts at the moment and we are stretched thin. Frankly any war with the North will likely lead to some sort of Nuclear weapons. But first we must prove that the North actually has WMD... wouldn't want that embarassment again now would we.

Requires all countries to prevent the sale or transfer of materials related to Pyongyang's unconventional weapons programmes, as well as large-sized military items such as tanks, missiles and helicopters
Demands nations freeze funds overseas of people or businesses connected with North Korea's nuclear and ballistic missile programs
Allows nations to inspect "as necessary" cargo moving in and out of North Korea to check for banned items
Bans export of luxury goods to North Korea
Calls on Pyongyang to return "without precondition" to stalled six-nation talks on its nuclear programme.

Actually, this is not the article I first read, which was about four paragraphs in length. This is virtually a different story.
I think we should forcibly dismantle their nuclear capability but I don't if we will. I live close to Nellis AFB and a few weeks ago there were lots of heavy bombers (B1 and B52), Spectre gunships and other strike aircraft flying some sort of missions. The flights lasted about a week.
All this talk and what's next from Obama? More talk. No action. He is going to have our Navy, the greatest Navy in the world, ASK North Korean ships if they can board them and look for nukes. And if they say "no", guess what happens....nothing. The North Korean ships can drive right on by while our Navy watches them. Yes, North Korea is a 'grave threat', but what will Obama do about them besides bluster?

Obama has made it painfully clear the new U.S. foreign policy is not "go it alone, or we don't talk to evil" it is about consensus amoung allies.
I agree the U.S. isn't planning on "going it alone" but whether with alliances or not Obama has made it a habit to simply ask for compliance from dangerous opponents. Personally, I don't believe we should be negotiating with terrorists.

Talking is different then attempting negotiations. You are completely right in the way that talking is necessary, but talking should never take place of the consequences. North Korea has broken international law 3 times since 2006. They have been "talked to" for 3 years. And since we have given them no consequence they now know that they can do whatever they want because "talking" is all that we do.
Just one small correction--they have been "talked to" and "sanctioned" by the UN for a whole lot more than 3 years. Maybe someone needs to figure out that they aren't listening. I guess they will have to actually use one of their nukes before people recognize the real danger.
This has been a pattern of North Korea for years. They've acted much like a spoiled child who wants a toy, is told he can't have one, and in turn throws a fit until you give him a piece of candy to shut him up. All you've taught the kid is "if I throw a fit, I get candy" . And we're suprised when the problem continues or escalates.
For almost 15 years, North Korea has played the UN like a puppet. They leak some information about their nuclear missile program, the UN goes into a panic, gives them BILLIONS in concessions to make them stop, and they do. For a few months. Then it starts all over again.
If North Korea wants nuclear missiles, I say let them have them. The UN can park a bunch of AMBs near the DMZ, and make it crystal clear to the North Koreans that there will always be a ballistic missile submarine parked somewhere off of their coast with their capital pre-programmed into one of its trident missiles and a group of cartographers are standing by with new maps that don't have North Korea on them any longer if satellite imagry shows they're fueling one of these missiles. Let them whine to the UN about that.

Yes, we do have alliances with South Korea and Japan. I also understand there are about a million NK soldiers and thousands of non-nuclear missiles pointed at both countries. I'd like to see Russia and China lead the process as they stand to loose more than us if a nuke goes off anywhere in Asia.
North Korea is also on the list of terrorism supportive governments. They would be more than happy to sell the technology to the highest bidder. Which in turn puts U.S. citizens in danger (considering almost all terrorism groups have a common hatred in the United States).
