WASHINGTON — Republican leader John Boehner knew Democrats had the votes to push through a massive climate bill.
Still, after a day of debate, he wasn't quite finished.
Democrats had added 341 pages to a bill that had already grown to more than 1,200 pages and did it in the dead of night — at 3:09 a.m. Friday morning to be exact.
Shortly after 5:30 p.m., as Democrats were about to call for a vote, Boehner took the House floor to speak. He began leafing through the thick loose-leaf binder that contained the amendment, reading excerpts.
"I hate to do this to all of you," he told his colleagues, a half hour into the reading, seeming, however, to relish it.
Rep. Henry Waxman of California, the Democrats' floor leader for the bill, asked the presiding officer if there was any rule to cut Boehner off. He was told the custom of the House allowed House leaders to speak as long as they wished.
So Boehner continued reading page after page, citing language on building codes, the location of electric outlets, creation of green energy demonstration projects, new restrictions on mortgages to promote energy efficiency and other abstract legalistic phrases requirements.
He came across page 157, halfway through the document, where it discussed new training for real estate appraisers. Fifty minutes had passed.
Many of the lawmakers, especially those on the Democratic side, had drifted out of the chamber. Waxman sat quietly, rolling through his BlackBerry.
Again, Boehner feigned an apology. "But when you file a 300-page amendment at 3:09 a.m., the American people have a right to know what's in this bill," he intoned.
Waxman, who actually had to surrender some of his own time for Boehner to speak, wondered aloud whether the Republicans were stalling in hopes some Democrats might leave the Capitol before the vote, eager to start the July 4 holiday recess.
Boehner spoke a bit longer, but stopped 80-some pages short of the end. By then, an hour had passed.
About 45 minutes later, the House passed the bill 219-212 with only eight Republicans voting for it.

I watched Boehner for the entire thing...f%$# anyone who gives him s*&%^ for going through it...this "amendment" will ruin our country...I am an independent, having voted for Obama, and unless you watched his entire hour going through this amendement, then you have no clue how bad it is...it is bad...just to give you a taste: 6 derivative regulations are being removed, carbon credits will be commodities and traded as such on the open market, every single contractor in this country will have to get relicensed so they know how to meet the new green codes, building matls will all need to meet those codes too...imports will be regulated forcing other countries to either not import or meet our guidelines...hello trade warfare....amendments try to force other countries to abide by our regs...no one will be able to sell their homes until they pay to bring up to new codes...complete overhaul of appraisal industry will be needed to properly evaluate home values within govt guidelines for valuation/regulations...the list goes on and on....extends from home lending to well, everything. Think of it like this...if you emit methan by farting, the govt will be watching and there will be a price to pay.
If you value your freedom, thank Boehner for reading this amendment and making sure we knew as much as possible about it...then call your Senators and literally beg them to vote no.
I wish Boehner would of read the whole thing maybe than the people who voted for it actually knew what was in the legislation. How can you vote no a bill of this magnitude and not know what you voting for? For those of you that voted for this bill you have endorsed the creation of a monster. Shameless action on your part. Henry Waxman should be voted out of office come the next election cycle along with Nancy Pelosi. Impeachment of Obama should be the next order of business. He and his followers have caused more harm to this Nation than anyone before.
Question? How many elected officials, who are responsible to their constituants, actually read, digested and understood this massive spending and cost increasing bill?

I'm sick of this crap pushing through this stuff and not reading the thing! At least Boehner tried to stall it. I can tell you that this morning on my way to work I was listening to the radio and people where I live were wanting phone numbers to call the congressman that were on the fence to try and get this cap and trade thing stopped.

It was scary...I watched the entire day, and Boehner was the only Repub to give me something to grab onto...it was the 300 pages of hell.
From what I've read...it was mostly concessions that actually weakened the bill. Too bad.

The Founding Fathers' local political representatives first tried the flaccid 'no' tactic, as in "no taxation without representation" and "no quartering of troops in our homes". A few tax collectors got tarred and feathered. More troops were sent - it wasn't even developing into a livable stalemate.
Finally, out of desperation the Founding Fathers, themselves, said an emphatic "yes", as in yes to an independent American nation, yes to an independent American economy. The Founding Fathers risked life and treasure to say "yes, we can" and to follow through on it. There was no shortage of Loyalists (like yourself) promptly pivoting on their heel to shout "no" to the risky business of independence, and frantically sucking up to King George to restore the old familiar order once again, to remain dependent on any terms.
We are now going after some degree of energy independence and environmental preservation for America. Your frightened, dithering "no" would not impress the Founding Fathers, it wouldn't even impress the Greek philosopher whose name you use in vain, Socrates1. The FFs were all rational, thinking men of action - not sycophantic practitioners of "no". Time for you to suck it up and stop your futile whining and impotent chanting "no new policy" and "no taxes".

Congressmen are the problem...unless you are lucky to get one who reads an amendment to us on cspan so we can be informed. I thank G-- Boehner did this. The amendments cover everything we do...breathing will be lucky not to be monitored or taxed...I kid you not. I watched the entire day...these amendments are downright scary...look to see if you can find them...I haven't been able to so far. And c-span video is cutting Boehner's hour out, at least on my computer. He spoke from I think 5:30 tp 6:30p et....go to c-span...start at 3:18 into video..that's when texas rep asked about missing amendment...appalling response to his asking for a hard copy. While I appreciate all govt programs we have enjoyed, what this bill does is take away the most important areas of the free market...there will be a mass exodus of companies leaving this country for those who won't do this to them...watch Boehner for the full hour if you can even find it...then decide. PLEASE!!!
Oh, and the reason I know where to look and times they spoke is because I watched the whole day...seeing with your eyes is the only way to get the truth, or based on what MSM is covering, to get it at all.

Spooky...I watched him live. He read right from the thing...the only dopes are those who don't read it....including all of us. He did...he was the only one it seems, and he read it aloud so we would know what we might've missed...I, until today, referred to him as bonehead...now, not so much.

This entire bill is very complicated...and the amendments are as well. I'm sure the experts will analyze it to death before it goes to the Senate and everyone will have a chance to decide. But please decide on the merits of the bill...and not just on political partisanship. We need to do something about climate change and work with other nations to save our planet. Our futures depend on it. Doing nothing is no longer a choice...we have to do something!
I agree....something needs to be done. I am a former dem, now independent...we need to do something, but this IS NOT IT!! One repub today suggested that we give a tax break on FICA, and then add green tax..switch it up so it doesn't cost any more...why can't we take a bit more time to explore those ideas? why the rush on something so big at such a bad time?

Well, crystal, perhaps it was self-preservation with him...you know what they same about horses' (and cows') behinds and methane! LOL.
Here is one thing I don't quite understand....this goes especially with environmental issues. I don't think anyone disputes the effect we have on the environment around us...that is pretty much common sense. The majority of respected climatologists or other scientists have also said due to rising population levels, manufacturing etc. that we're emitting far too much Carbon Dioxide into the atmosphere. It is a problem that needs to be addressed. We're somewhat at a crossroads right now. Do we continue on the same path that we're going, continuing to add to the problem; OR do we finally do something about it? You could probably look for reasons not to do something…that's the easy way. Finally, thankfully for the sake of my kids and kid's kids, we have an Administration that is willing to do something.
The President's bill is paid for, in large part through the trades that are purchased by high polluting industries (doesn't it make sense that the guiltiest people responsible for the problem in the first place have to pay for it?). Therefore it doesn't add to the deficit. If restrictions aren't put on imports but are applied in the U.S., as has been proven, American industry will have no problems bringing jobs overseas so they don't have to abide by the same regulations…it has happened over and over and over. Using better building materials, energy efficient homes etc. helps everyone in the long run…we use less energy and it also helps the consumer with their costs. Example, we put energy efficient windows in our home two years ago and paid for them already with our energy savings...from here on, we're actually saving money.
Certain groups of people continually berate our President for spending and not being a strong leader. Regarding the situation in Iran they said, "As the United States, we should be leading and not following" or with anything else Obama tries to do, "we're piling debt onto the backs of our children'…well, now is the time to step up and LEAD to preserve the earth we live on for all future generations. Millions of jobs would be created and we're doing what we should do. If we don't, it isn't going to matter how much "debt" we are in because we won't be around. Our generation will be looked at as the generation that made decisions to only serve our interests..not the interests of future generations.
Well, Dr.Logic. Just to address one point. As mentioned in your comment we will be sending the rest of our industrial base overseas. The environment will continue to be "polluted" and the standard of living in the United States will fall. This is without even mentioning the fact that our Constitution is now in tatters and nobody seems to care. Regarding these millions of jobs to be created, by whom, paid for with what, adding value in which way?

Just for starters--Bailing out the Banks. Bailing out the auto workers. Bailing out the car makers. Balance between the power of the States and the Federal Government. The fiat money system. Executive Orders. War without declaration. I could go on. Pick any one of these and show me how they are within the powers delegated by the Constitution. Name-calling, although expected, will simply result in your forfeiting any hope of making your point.

The bailouts we could argue to a stalemate because you're going to argue that it has contributed to the deficit (which it has) but I'll argue without the bailouts this recession would have been much, much worse. Obama's contribution to the auto industry literally saved hundreds of thousands of jobs....if he wouldn't have provided money for them, you'd be arguing about how he isn't doing anything to help the economy or the American people.
I wasn't 'calling you a name', but, I've seen this same argument over and over and over. I have yet to see one solid answer to question I posed above....its really easy to sit and hold on to ideologies, not so easy to deal with actual repercussions from them.
