WASHINGTON — Democratic leaders are planning a House vote early next week to admonish Republican Rep. Joe Wilson if he does not apologize on the House floor for yelling "You lie!" during President Barack Obama's health care address to Congress.

National attention from the heckling episode has money pouring into Wilson's campaign treasury and that of his 2010 Democratic challenger. Wilson had raised more than $700,000 since the incident as of Friday, according to the National Republican Congressional Committee. His opponent, Rob Miller, had received more than $1 million from 25,000 donors nationwide, said his campaign manager, Lindsay Zoeller.

Democratic leaders initially showed mixed interest in punishing Wilson. But they decided at a meeting late Thursday that they probably will propose a resolution of disapproval early next week if he doesn't apologize to Congress, said Brendan Daly, a spokesman for House Speaker Nancy Pelosi.

While not a formal censure or reprimand, the resolution, if passed as expected, would put Congress on record as condemning Wilson's conduct.

Wilson, who was criticized by Republicans and Democrats for his outburst, told Obama he was sorry shortly after the incident Wednesday night. But he has refused requests from both parties to apologize on the House floor. Wilson's office says the congressman considers his initial apology sufficient.

Obama said Thursday he accepted Wilson's apology, telling reporters that "we all make mistakes." The White House said it considered the matter over, and Pelosi, D-Calif., initially said she wanted move on.

But many Democrats remain angry and have pressed for further action. They say Wilson clearly violated House rules.

"This is about how elected officials should be conducting themselves in the well of the U.S. House of Representatives," Rep. James Clyburn of South Carolina, the third-ranking House Democrat, said in an interview Friday.

The White House had no comment on the plan for a House resolution.

Wilson also has taken a more combative tone since his apology.

In a video posted on his campaign Web site, he said he let his emotions get away from him during Obama's speech but added, "I will not be muzzled. I will speak up and speak loudly."

Wilson said his critics want to use the incident to silence opponents of health care reform.

"I need your help now," he said, soliciting donations.

In 2008, Wilson took 54 percent of the vote in beating Miller, a former Marine.

For their rematch next year, Miller already has raised more money in the past two days than the roughly $625,000 he spent for that race.

Wilson spent nearly $1.3 million for the 2008 cycle. The health care industry — among South Carolina's largest economic sectors — has traditionally been his top contributor.

His top 20 career donors include the American Hospital Association, the Lexington Medical Center and the American Dental Association, according to the Center for Responsive Politics.

Wilson shouted "You lie!" after Obama said in his address to Congress that illegal immigrants would not be eligible for low-cost health care.

The Democratic proposals explicitly prohibit spending any federal money to help illegal immigrants get health care. Still, Republicans say there aren't sufficient citizenship verification requirements to ensure illegal immigrants are excluded.

Wilson, a former state senator elected to Congress in 2001, is known as a mild-mannered lawmaker with hard-line conservative views. But he has been confrontational in the past.

In 2003, Wilson called it "unseemly" and a "smear" for the mixed-race daughter of Sen. Strom Thurmond, Essie Mae Washington-Williams, to identify the longtime South Carolina senator as her father after his death. After a public outcry, he said he had the utmost respect for Washington-Williams.

Wilson returned to South Carolina on Friday morning and doesn't plan to make any public appearances Friday or Saturday, his spokesman said.

About 40 people gathered Friday evening outside Wilson's West Columbia office for a rally promoted on blogs. Wilson did not attend. But those gathered said they wanted to show support amid what they called attacks on Wilson's character, and praised him as a hero.

Attendees wore shirts that read "Palin 2012" and "Dare to say NO to Obama and Socialism!"

"Joe's my hero. He said what we all wanted to say to Barack Obama," said William Browning, 55.

"Maybe Joe shouldn't have said it in that venue, but he's apologized," Browning said. "I hope he sticks to his guns. If they reprimand him, so be it."

I think Joe's a...well, I can't say exactly what I think without violating the CoH...but he apologized, Obama accepted and when Pelosi said "let's move on," I thought it showed class. Then again, excusing it might invite more counter-productive tantrum tactics.

It would have been nice if Joe could have shut his mouth - just during the speech. Let him rant all the rest of the time. Just.the.darn.speech. Then we could all continue focusing on the actual issue at hand.

If there were no formal reprimand or whatever punishment coming from the House, this will give license to future 'shouters/rabble rousing'...

We should have civility, but it should go both ways. Why is what he did any worse than the Dems booing President Bush???

For many years I have been stating that we need to get back to a time of polite debate and one where we recognize and respect each others' opinions. But it seems that we have become a win at all costs society and much of the time it is more about winning than it is about the issue.

Obama came into office with high numbers and he tried to use those high numbers to pass aggressive healthcare reform. He has spent a lot of political capital on this plan and cannot afford to fail because it has definately weakened him and the Dem Congress from a political standpoint and nothing short of passing their plan will partially or fully restore that lost support.

But getting back to respectful debate, you can't expect to have that unless all sides participate in a fair manner. And that means that the President cannot villify everyone that doe not agree with his particular brand of healthcare reform. In addition both sides need to start telling the truth about healthcare reform and that not only applies with respect to outright lies, but also with respect to exaggerations and bending the truth.

There has certainly been some aggressive distorting of the facts by proponents with their death squad analysis, but from a sheer volume perspective it seems to me as if the most distortions have come from the supporters. I cite the following:

  • Medicare benefits will not be cut - most sources disagree
  • The reform will not add to the deficit - most sources disagree
  • Preventative measures will result in cost savings - most sources disagree
  • Doctors remove tonsils just to make a buck - Doctors have stated that generally does not occur
  • Doctors charge $30 - $50,000 to perform amputations - Doctors state it is nearer to $700 to $1,200
  • That 47,000,000 people are uninsured - that figure is inflated by counting illegals (which Obama has clearly stated will not be eligible) and by persons that do not want to purchase insurance). In fairness, the proponents probably understate the figure and the real number is somewhere in between
  • If we like the coverage we have now we can keep it - Even Obama has now changed his statement, because that simply is not true

With respect to almost anything in life, you tend to get what you give, so if the Dems want civil and truthful debate then they should start practicing that approach.

These "most sources" that you keep mentioning -- they all seem to be conservative Republicans who want to prevent health care reform. And all of your claims are made to prevent health care reform. You offer no proof, facts or statistics. You can't say distortions are bad and then list a bunch of your own distortions.

Democrats do want civil and truthful debate, and they are practicing that approach. By far the biggest problem has been outright lies and intentional distortions produced by the Republicans trying to obstruct the bill.

how you can support the insurance companies when they have denied and put together their own "death panels" is beyond me. their god is "profit" and that's all they care about....how in the name of all that's out there, can you not see it? how can you support, someone that is increasing your costs and decreasing your benefits? where do you live that you can't see it happening? every year my costs for insurance and benefits go up, 10, 15, 20%.

Insurance rates are higher for doctors who perform Tonsillectomies because of the particular risks involved with the jugular vein near the surgical site. Few physicians will perform the surgery due to the cost of their own Insurance not because they feel it’s been used to get money out of Insurance Companies. Nowadays children with this condition are often sick and suffer for years over their tonsils while their quality of life decreases and they fall behind in school. This is a great example of the Insurance Companies influence on medicine.

Joe Wilson , shouted “You lie!” at President Obama when he said that the healthcare bill would not cover illegal immigrants. “The supporters of the government takeover of healthcare and liberals who want to give healthcare to illegals are using my opposition as an excuse to distract from the critical questions being raised about this poorly conceived plan,” Wilson said the next day in a campaign fundraising video.

However, in 2003, Wilson voted to provide federal funds for illegal immigrants’ healthcare. The vote came on the Medicare Prescription Drug, Improvement and Modernization Act of 2003, which contained Sec. 1011 authorizing $250,000 annually between 2003 and 2008 for government reimbursements to hospitals who provide treatment for uninsured illegal immigrants. The program has been extended through 2009 and there is currently a bipartisan bill in Congress to make it permanent.

It's a poor image of Representative Wilson. I would marry him from the front, but not from the side. He's got turkey neck and a beak from the side.

Now, as for his outburst--Perhaps not in the right place and time. But hey...Wilson's on every newspaper front page, MSNBC, blogs, and newscast. That is some very pricey advertising, and all for free! I would say that ol' Wilson is one smart cookie. He'll likely get re-elected in 2010.

And, regardless of what your thoughts are on the subject, I can't help but like him for just saying what's on his mind. No games, no pre-planning, just zap! Cool.

I haven't made my mind up on this health care issue as a whole, I wouldn't be so hasty to say that Wilson was wrong and Obama wasn't embellishing on the issue of illegals.

While there is a provision in the bill regarding illegals, it has no teeth, and attempts to put teeth in the provison have been thwarted by the Democrats.

I saw a seed of an article from NPR (hardly a bastion of conservativism) talking about how without teeth, the current clause regarding illegals in the current health bill is basically worthless.

No, Obama is the liar. There is no provision or amendment enforcing that illegals can't get any health care. Representative Jeb Hensarling described it very accurately as saying that no one is allowed to speed, but taking away cops' radar gun, partol cars, and ability to write tickets. See the difference? The Dems can claim all they want illegals aren't covered, but when they don't do anything to stop it, it's still a lie.

OH, and plus, why would the Dems party line vote down an amendment to prevent illegals from being covered? Obama is talking, but not following through with walking the walk.

This is the subtle difference that separate the thinkers from the followers.

That depends which version of the bill you read. There are three of them you know. It is just disgusting the way the democrats are jamming these bills down our throats. Did you read the part where between 15 and 22% of your pay will go toward paying for this. I get great healthcare (which I use sparingly) now through my employer for $20 a week. Illegals get free healthcare anyway and the US citizens pay for it. We have got to be the dumbest country on earth. I hope the Illegals get to be made citizens so they can get screwed like the rest of us. They'll be going the other way once they find out how this country treats it's own citizens.

The bill in question is about health care. Enforcement of immigration laws doesn't need to be in that. There's already the Immigration and Nationalization Act to deal with enforcement of illegal aliens.

Obama said the following.

There are also those who claim that our reform efforts would insure illegal immigrants. This, too, is false. The reforms -- the reforms I'm proposing would not apply to those who are here illegally.

Emphasis mine. HR 3200 to my knowledge, (I haven't read the whole thing, I don't have that much time or caffeine to be honest) doesn't currently have anything related to tort reform in it, yet Obama is trying to enact some measure of tort reform. See, saying he lied when HR 3200 isn't his is missing the point. He let Congress come up with that bill, now he is saying that it will not cover illegal immigrants. It's not a lie until it's done, and it's not Obama lying if he hasn't been involved in it up until this point. HR 3200 might not have the enforcement that's required for ensuring that illegal immigrants are not given health care, but the President had made it a point in saying that it will not. If he signs a bill that allows them, it's a lie. Up until that point, it's rhetoric and grandstanding to say otherwise.

I got a better idea. Here's how we can work it to keep all sides happy. On its income tax forms, New York State allows you to fund special causes like protection of wildlife, breast cancer research, etc. by designating an amount like, say, $100, which you add to your tax due to calculate the amount to write that check for. How about something like that on the 1040?

Enter your contribution to the Fund for Health Care for Illegal Aliens: $ _______.___

So yall who care so much about their health care can play an active role in providing for it. Between all you compassionate liberals including the big guns like Bill Gates and Warren Buffett no one will have to go without care.

It certainly would not be the first time that Obama exaggerates the truth. Just like he told us for months that if we like our present coverage we can keep it. After month of people calling him out on that one he has admitted that the present reform does not state that but it does not specifically take away present coverage. As we all know, most people's healthcare is provided by employers, and employers would be free to dump their existing plans, pay the 8% fee, and force employees to take the public option. There have been several instances where Obama bends the truth to support his plan, could providing healthcare to illegals be another of those areas??? The track record certainly points in that direction.

Mr. Wilson should have done to him what every school child would of had done to them for doing the same thing at assembly. He needs to apologize to America, the House, the Senate, the President, his wife and all children watching his inappropriate and rude behavior followed by a long 'time out.' Can he be sanctioned? Oddly it was community organizers that brought semblance to the thousands and thousands of armed militias aided by local law enforcement and every branch of the military. It was over in a matter of weeks. In an ironic twist of fate Barack Obama, Joe Biden, Nancy Pelosi, Harry Reid, Rahm Emanuel, Private John Murtha and 293 Czars were sentenced to life in prison at Guantanamo Bay for treason, dereliction of duty, grand larceny and lying. No longer referred to as the USSA ( The United Soviet Socialist America) . The United States of America was restored to her glory as a beacon of freedom and hope for all the world to marvel at.

I absolutely hate this defense. You did it first. Somebody's got to be the first to give. Hannity must've said at least four times this week that "Well they Booed President Bush!" which I don't know if you noticed but they booed Obama at times, it's not about one upsmanship. It gets really friggin' old listening to this record skip for the billionth time, it really does. Hannity should've said, "It wasn't right when the Democrats did it, and it isn't right now."

Politics, it's getting pretty sad.

He can spout off his BS anywhere he wants to because once again this is a free country ...but not the president. It truly shows how we have completely lost grace and etiquette. The republicans are pissed off but this big crappy mess is mostly their fault. They are not getting quite as rich as before and now it might even get slower and slower as the regular people are able to get heard FINALLY!

I live in the rural south and you cannot believe the ignorance and selfishness that flourishes here. It is still possible where I live to HATE someone just because they don't follow Jesus or have a different skin tone.

Don, can I call you Don? You're absolutely right. The whole birthers thing is insane, in fact it's irrelevant. However questioning someones origin of birth doesn't make them racist. That argument is as insane as the birth certificate thing. It reduces the credibility of your post. The real issue is that President Obama is so far left he's over the horizon. I'm not saying that he doesn't mean well. He's just wrong. His ideas run contrary to the ideals laid out by the framers of our Constitution. And I think that part of the problem on the left is that they believe that the main stream media is still reporting the news without bias. That simply isn't true. They are reporting their opinions and are extremely skilled as presenting them as facts. ABC, CBS and NBC are finely tuned propaganda machines for President Obama and his administration. His Freudian slip about Brian Williams in his bed, that was no joke. The evidence is mounting against this most radical of presidents. Don't ignore the obvious! Come to your senses please.

Lie #1: ‘You Keep Your Doctor, You Keep Your Insurer’

This is a complete fabrication.

Under plans Obama has backed in the House and the Senate, almost any business can opt their employees into the “public option” — the government health plan.

That means you could lose your insurer. And if your doctor is worth his salt, you’ll lose him or her as well.

Why? Because great doctors probably will not want to get the very low rates the government will pay private doctors who are part of the new government system.

So, without your consent, you very easily could lose your insurer and your doctor.

Lie #2: The Elderly Will Not Face Rationing or Medicare Cuts

More baloney.

In fact, just last week, The New York Times, a very liberal and very pro-Obama newspaper, admitted that fears of rationing for elderly patients are “not irrational.”

The truth is that Obamacare would almost 50 million new patients to government care.

Who would pay for it. You would!

Seniors on Medicare will be the first hit.

Here’s what the Times reported: “Bills now in Congress would squeeze savings out of Medicare, a lifeline for the elderly, on the assumption that doctors and hospitals can be more efficient.”

This means that faceless bureaucrats will decide the type and quality of your care.

It is a very dangerous thing to give your life and well-being over to government bureaucrats!

Imagine if you or a loved one is older than 80 years and critically needs heart surgery.

Instead of getting the heart procedure, you or that loved one could be informed that you are simply too old.

We at the League of American Voters have been warning of this danger and have a powerful TV commercial exposing the risks to seniors.

Lie #3: There Will Be No “Death Panels.”

More lies.

Sure, they don’t call them “death panels” in the legislation, but that’s what their job will be.

These committee members will set guidelines with which faceless bureaucrats will make decisions about you and your healthcare.

They will decide who lives and who dies. They decide who gets critical procedures and expensive medicines.

Again, according to the New York Times, the Democratic plans call for saving money by creating new oversight committees.

The Times says that Medicare and insurers would be expected to follow “advice from a new federal panel of medical experts on ‘what treatments work best.’”

Again, this very liberal paper concluded: “The zeal for cutting health costs, combined with proposals to compare the effectiveness of various treatments and to counsel seniors on end-of-life care, may explain why some people think the legislation is about rationing, which could affect access to the most expensive services in the final months of life.”

Lie #4: The Obama Plan Contains Costs

Absolute nonsense.

The Obama plan will cost more than $1 trillion in new federal outlays, according to the nonpartisan Congressional Budget Office.

This past weekend, Sen. Joe Lieberman claimed that most of this cost comes from adding 50 million people, currently uninsured, to the government health system.

But as Lieberman pointed out, we just don’t have the money to do this right now.

You can add only so many people to the government system by cutting medical care to seniors on Medicare and raising taxes.

Democrats clearly plan to do both.

Lie #5: Illegals Are Not Covered by Obamacare

President Obama has stated time and again that illegal aliens are not covered under his new plan.

Still, Democrats say they want to add almost 50 million uninsured. Yet almost one-quarter of these uninsured are illegal aliens.

None of the Democratic plans excludes illegal aliens.

In fact, when Republicans proposed an amendment to the House plan to block illegals from getting free government healthcare, Speaker Nancy Pelosi and her minions soundly defeated the motion.

Many, many lies are emanating from Washington today.

Ok Cipher, I do agree that Wilson should never have shouted in that particular forum. But i do know what it's like to let your emotions get the best of you. My problem here is the hypocrisy of the backlash. Wilson gave a well-deserved apology to Rahm Emanuel, Obama accepted, good, great, move on.

So why is the media still covering it? Because the other party wants to admonish him on the floor. Honestly, I had a problem with the Bush heckling, and the "you lie" comment, but I'm most angry about the hypocrisy. Can we PLEASE just have one party, EITHER party, just stand up and be a good person?

Hey Chuck, CBS lost all credibility in my eyes when they forged the doc on Bush's service record. That practically propelled Bush into the Whitehouse. Go back and look at the last 3 presidential election polls. Rasmusson was the closest. They are simply the only ones to put any faith in. BTW CNN was caught lying about who was questioned in their poll on the same subject.

Anybody who supports that guy is just helping to ruin our country.

Once politicians start getting re-elected by behaving like World Wide Wrestling spectaculars we're screwed!

Glad to hear the house is going to try and make this guy apologize on the house floor where people will be able to see it. I am sure him calling the White House he didnt mean it. Maybe by doing it in front of cameras he will show he actually means it.

So yes - this was rude.. there are the rules against it, it seems. He apologized and the President accepted it and pressed on with other issues rather than adding more media hysteria to just two words. We have no more ways to truley express our anger anymore so I am not surprised that something boiled up and a little bit of steam pushed out. We cannot express our true emotions within the media because they will tear you apart or praise you. In this case, it is rather obvious the kind of limelight that is being broadcasted.

Ah.. whats the use of trying to say anything on this topic? He is already labeled... speaking out against a topic he doesn't feel is truthful maybe? I don't know anymore. We no longer work towards a common goal and eveyone has to be more dominant than the other. Its just a matter of time, thats all; until something happens.

Think of how times have changed for the worse. "War of the Worlds" broadcast sure did a number of things.. just imagine what would have happened to them if they had done that in our day of time (without t.v. and all... guess that would make the biggest difference...radio vs. t.v.) Meh --- we just need to push on to more important topics rather than What He said She said b.s. This is so rediculous... if we cannot speak our mind then what the hell... a man is in trouble for words he said to someone representing this country; because he did not believe in what he said. If this is going to made a larger issue then we no longer have check's and balances or whatnot... if media is being fueled to remove those in office for speaking their minds against something because someone is different or more in power... then we truley are corrupt. But then again.. the media is both, good and bad.. being used to expose and to protect. Best weapon since the hydrogen bomb was created.

Yeah RIGHT! The wording is in the bill .

So either Wilson didn't read the bill (which wouldn't surprise me),

OR he is too stupid to understand what "Nothing in this subtitle shall allow Federal payments for affordability credits on behalf of individuals who are not lawfully present in the United States." means.

OR he himself is lying .

I guess the conservatives will continue to sell this sh*t to the dumb masses. Heaven forbid they should honestly try to do some good for the average American.

    What has race got to do with it? The comment was ill advised, everyone agrees on that. But if we are going to tar and feather him for words, what should we do with Charlie Rangel, reward him for tax evasion by letting him keep chairmanship of ways and means? Stupid actions and breaking the law are not a disease of the right or the left and anyone who insinuates that it is is nuts. All these type of actions should elicit the same kind of response, not accusations based on political agenda.

      Last time I checked the dems are trying to get health care for all. They had to push for a boost in minimum wage, they fought to not cut vets benefits. I don't see the repubs doing any of that.

      Health care for all at the expence of all who work for a living and are productive. Do you honestly believe they give a rats @$$ about any of us. Ask yourself this, why won't congress and the president be under the same plan? Doctors all over the country are freaking out due to the control the gov't will have over their practices. And that is what this and all the other bills they have proposed is about. CONTROL AND POWER.

      Did Obama really fight for vets when he proposed amputees (limbs lost in service to our country)would have to get their own healthcare? Like I said before I don't back either the democrats or republicans. They both serve their own interests. Saying the dems are better than the repubs is like saying the Gambino's are better than the Gotti's.

      Obama has a mansion in Chicago where he recieved a sweetheart loan from Fannie Mae. Also Michelle made $300,000 a year working for a hospital in Chicago. This job was basically a political appointment.

      John Kerry is married to a billionaire.

      It's not my fault there have only been 2 democrats elected in the last 30+ years.

      And you should talk about "talking points" because that is all you spew. You have obviously drank the democratic kool aide and are too stuborn to face the facts.
