Administration eyes ways to help laid-off workers

WASHINGTON — The Obama administration is considering steps to ease the burdens of laid-off workers, including possible extensions of unemployment and health benefits, officials said Saturday.

The administration has stopped short of calling for a second economic stimulus package to augment the $787 billion measure approved this year. But with the jobless rate continuing to climb, President Barack Obama said Saturday he is exploring "additional options to promote job creation."

Administration aides said possibilities include:

_extending enhanced unemployment-insurance benefits beyond Dec. 31, when they are set to expire.

_extending a tax credit for laid-off workers who buy health insurance through the COBRA program. That program allows workers to keep their company's health insurance plan for 18 months after they leave their job, if they pay the premiums.

_extending a tax credit for first-time home buyers. This credit also is set to expire soon.

The administration has discussed these possibilities with congressional leaders, officials said, but no decisions have been made.

White House economic adviser Lawrence Summers expressed interest in these ideas in an online interview with the Atlantic magazine. "I don't know what the term 'second stimulus package' exactly means," Summers said. "We certainly need to continue to support people who are in need, whether it's unemployment insurance, or a COBRA program that for the first time provides that people who are laid off get supported in being able to maintain their health insurance."

In his weekly radio and Internet video address Saturday, Obama said his proposed health care overhaul would create jobs by making small business startups more affordable. If aspiring entrepreneurs believe they can stay insured while switching jobs, he said, they will start new businesses and hire workers.

"I hear about it from small business owners who want to grow their companies and hire more people, but they cant, because they can barely afford to insure the employees they have," Obama said. "One small business owner wrote to me that health care costs are and I quote 'stifling my business growth.' He said that the money he wanted to use for research and development, and to expand his operations, has instead been 'thrown into the pocket of healthcare insurance carriers.' "

Dismissive Republicans blamed the continuing job losses on Democratic policies and said the president's health proposals won't help.

The unemployment rate rose to 9.8 percent in September, the highest since June 1983, as employers cut far more jobs than expected. The government reported Friday that the economy lost a net total of 263,000 jobs last month, from a downwardly revised 201,000 in August. All told, 15.1 million people are now out of work, the Labor Department said, and 7.2 million jobs have been eliminated since the recession began in December 2007.

Obama said he has met people "who've got a good idea and the expertise and determination to build it into a thriving business. But many can't take that leap because they can't afford to lose the health insurance they have at their current job."

Small businesses create many of the nation's jobs, Obama said, and some have the potential to become big companies.

Obama praised the Senate Finance Committee for crafting a health care bill that includes many of his priorities. Small businesses could buy health insurance through an exchange, he said, "where they can compare the price, quality and services of a wide variety of plans."

The government would subsidize health insurance for many businesses and individuals, the president said.

In the weekly Republican address, Rep. Candice Miller of Michigan said the original Obama-backed economic stimulus package fell far short of its goals. She criticized a House-passed energy bill that would set limits and costs on greenhouse gas emissions. The plan, which the Senate has not taken up, "would increase electricity bills, raise gasoline prices and ship more American jobs overseas," Miller said.

She called for deeper tax cuts for small businesses so the economy can get back on track.

"Washington Democrats' job-killing agenda makes me think they're living on a different planet from the families living in America's suffering heartland," Miller said.

This is great that the Administration is recognizing the need of out of work Americans but how eyeing a way to create new jobs, stop spending, and keep familes in their homes.

Maybe they should suspend home mortgage and other credit debt payments without it affecting their credit scores for those laid off until unemployment drops back below 10%.

BTW, Citizen Kane, have you considered the fact that the mortgage companies would have to lay off workers if their payments were suspended? Whose gonna pay their mortgages? geez, get a clue.

    This sounds like the least they can do. I have no idea how these people can not be worried. Unemployment without some safety net must be one of the scariest things there is. This is at least something. Hopefully, they won't think too long since these benefits end in December. Also, need to start putting together incentives and penalties to get jobs here and staying here.

    Good, the GOP seems to think that the market automatically corrects itself, that it doesn't take any effort from the government. It's probably going to take a good deal more money because when private spending is so stagnant, public spending has to take up some of the slack!

    Yes, it takes money to make money. But things are never that simple. We're trying to recreate jobs that should have never been created in the first place. Those jobs were a result of the bubble and cannot be sustained without another bubble. It's unfortunate, but it's the truth. All of this deficit spending is doing is building a giant house of cards that will hurt us so much more when it finally collapses - and it WILL collapse. But hey, let's just keep kicking that can down the road...

      Never should have been created? Bobby Jindal in his little speech mentioned 'volcano monitoring' in a mocking tone when talking about the stimulus money... as if the eruption of Mt. St. Helens and others to come aren't a big deal. Bridges and roads need repair, our manufacturing base needs desperate attention... it's not all just speculation bubbles, you know.

      If we had allowed the death-spiral of last September to continue without any money to stop it, we'd already be in that disaster the self-righteous debt-hawks keep warning us about. It won't collapse if we show a little faith!

      Well, its not just spending, but the loosening of credit, and the government has been trying to do both. It would be foolish to think that D.C. could sustain this effort indefinitely, they shouldn't, but the fact is the private sector at this point is still smoldering from the meltdown. This is precisely when governments should step up.

      The government has been "trying to do" a lot of stuff for decades. They don't ever seem to accomplish much. I'm of the opinion, our government doesn't need to spend more, with money they don't have by the way, but rather stop wasting the money they have already taken from us.

        It can, goggle the way China used some of their stimulus money. They gave huge amounts of the money back to their citizens to encourage them to buy high tech items made in their country. They saw an immediate up tick in their economy.

        The current administration seem to care more about pushing their political agenda vs actually stimulating the economy. Every government owned corporation (GM, AIAG, Chrysler, etc.) are in worst condition before they received the bailout money. Bush should have never went alone with any bailout programs. He should have known Liberals would use this as an excuse to spend, spend, spend.

        You know what-the unemployed need jobless benefits. NOW! Period. An extension on Cobra benefits, although nice, is pretty much beyond an unemployed person's scope financially. Can't buy a house if you are unemployed-although I totally agree this needs to be extended and would be helpful. Small business should have received some kind of Bail out last year. I venture to say, if we help small business, just maybe we can pull our selves up out of this mess. The Senate needs to focus on passing legislation that address's the loss of benefits by over 400,000 last month and the 1.5 million who's benefits expire by year end. The people who lost jobless benefits last month are patiently waiting for the Senate to pass something so they can continue to eat, keep a roof over their head and pay bills. Watch-this will become a fight and instead of keeping the focus on assisting the unemployed-it will become about politics. I hope not..

              I am wondering just how people will survive when all the government help and benefits dry up. At some point the employment benefit will be no more. And I don't see the unemployed getting back to work before the money dries up. But I can't imagine everyone in my neighborhood living out on the curb. I can see people fighting and staying in their houses just to have a place to sleep. The utilities will probably be shut off, because of no money. And the biggest question will be where will the food come from? Right now a food stamp program is something the government needs to find a way to fund instead of a health program.

                    I have one for the moment too..i am almost 50 ..and i have been working study since i was 14..legally since i was 15..and if for some reason i lose my job..i am definately not too proud to take unemployment.

                    I,ll never get back what i have paid into it.

                    Oh and for those Republican Religous conservatives out there that have a problem with that..read your bible..specifically peter 5-5

                    I wonder what the alternative to helping laid off workers would be..maybe inprisoning them..yeah..that's it. riiiiiiiiiiiiiiiight !

The best plan the administration has come up with, is to have the President and his administration resign from office. This drastic plan is being considered the odds on favorite as it solves two problems. First off, the the laid-off workers have a better chance of getting back to work if the president resigns. Two, it is obvious to everyone outside of Chicago ( Just lost the Olympics ),NYC, Washington DC and Hollywood, that the President is an abject failure. He only knows how to community nation agitate. He does not know how to run an economy. Stay tuned for further developments from the Dumb One..........

                    I have been searching and searching and there are NO jobs out there.

                    I tell you what. I am unemployed. I have no job. I have been drawing unemployment and ran out of my extensions and can not find a job.

                    I have worked ALL my life and NEVER until NOW had to draw unemployment.

                    I started working at age 14 after school and summer.. I am now 39 years old. I have worked for 25 years and that is well over half my life. I know what hard work is and would love to find another job. There are many like me. Out of work for the first time in life and can not find a job because there are none out there and the ones that are there are 100+ people applying for those jobs.

                    For 25 years my employers have paid in unenmployment benefits on my behalf so I think am entitled to my UI and every dam extension I can get UNTIL I find a job. Those of you who don't think so well big fricking whoop!!! I have paid taxes for 25 years. I have never, ever had any welfare, food stamps, medicade or any government assistance at all. So all you people who think All us unemployed are free loaders, not All of us are.

                    God will show YOU all the way.... when and if any of you lose your job and can not find one.

                    Been there, done that. My wife and I got laid-off 3 times during the early 80s recessions. We collected UE and never felt bad about it. BTW, in most states not only did your employer pay UI, you did too. Further, that employer-paid UI was factored by the comany in deciding your total compensation. So you bet you deserve it; you earned it. And anyone who sez diff can go suck an egg.

                    What to do now? I can tell you what we did. We were in manufacturing as the jobs were jsut starting to disappear. On UE we took part-time and odd jobs to make it stretch while we re-trained ourselves; me in computers, my wife in accounting. Suggest you do the same - anything to make a buck to survive. You probably will lose your house. I'd count on it. Consider stop paying the mortgage. You'll have a few months before they foreclose. Save those bucks, get a cheap apartment. Good luck to you. Key will be re-training yourself. The job you lost probably won't exist anymore. Growing areas are medical tech, accounting, computers.

                    BTW, posting in all bold is considered bad manners. The net equivalent of shouting.

                    Maybe give a tax free paycheck month to Americans - so we can really get some money! Plus do something to help people get jobs!!! Unemployment is soaring - I watch people struggle daily trying to find a job. They go to constant interviews were 30 people show up for one job!

                    The people who have jobs are hit by this economy! I recently heard someone say it is OK to tip 5% for a meal because of the economy! What about that waitress that depends on her tips to feed her family. Or the grocery store that depends on the waitress to buy food with her tips.

                    It is not getting better but worse.
