Obama lifts ban on US entry for those with HIV

WASHINGTON — President Barack Obama said Friday the U.S. will overturn a 20-year-old U.S. travel ban against people with HIV early next year.

The order will be finalized on Monday, Obama said, completing a process begun during the Bush administration.

The U.S. has been one of about a dozen countries that bar entry to travelers based on their HIV status. Obama said it will be lifted just after the new year, after a waiting period of about 60 days.

"If we want to be a global leader in combatting HIV/AIDS, we need to act like it," Obama said at the White House before signing a bill to extend the Ryan White HIV/AIDS program. Begun in 1990, the program provides medical care, medication and support services to about half a million people, most of them low-income.

The bill is named for an Indiana teenager who contracted AIDS through a blood transfusion at age 13. White went on to fight AIDS-related discrimination against him and others like him and help educate the country about the disease. He died in April 1990 at the age of 18.

His mother, Jeanne White-Ginder, attended the signing ceremony, as did several members of Congress and HIV/AIDS activists.

In 1987, at a time of widespread fear and ignorance about HIV, the Department of Health and Human Services added the disease to the list of communicable diseases that disqualified a person from entering the U.S.

The department tried in 1991 to reverse its decision but was opposed by Congress, which in 1993 went the other way and made HIV infection the only medical condition explicitly listed under immigration law as grounds for inadmissibility to the U.S.

The law effectively has kept out thousands of students, tourists and refugees and has complicated the adoption of children with HIV. No major international AIDS conference has been held in the U.S. since 1993, because HIV-positive activists and researchers cannot enter the country.

Obama said lifting the ban "is a step that will save lives" by encouraging people to get tested and to get treatment.

Rachel B. Tiven, executive director of Immigration Equality, said the ban pointlessly has barred people from the U.S. and separated families with no benefit to public health.

"Now, those families can be reunited, and the United States can put its mouth where its money is: ending the stigma that perpetuates HIV transmission, supporting science and welcoming those who seek to build a life in this country," said Tiven, whose organization works for fairness in immigration for gay, lesbian, bisexual, transgender and HIV-positive people.

Do all you people who hate President Obama understand that the lifting of this ban started last year under President Bush? So if the reason you're upset is because you think this is an "Obama plot" or something like that, you should probably move on to another conspiracy theory. This is actually a bipartisan step that both sides agree on.

It's only fair that I note, as the president did this morning, that progress first began on the travel/immigration measure a year ago. Sen. John Kerry (D-Mass.) and then-Sen. Gordon H. Smith (R-Ore.) pushed for the change in the 2008 PEPFAR legislation, and the Bush administration approved the bill. It's a win for common sense, human decency, and bipartisanship.

People don't die of AIDS, either. They die of opportunistic diseases or infections due to a compromised immune system. HIV depletes the immune system, which leads to said diseases and infections. The flu works the same way, just not on the same scale.

And for the matter - death is assured the moment we're born.

also, nowhere in the article does it say that these people will or wish to migrate here. perhaps, they wish to visit family, vacation, or attend an hiv/aids awareness convention. no one said that they would be given citizenship and free health care. also, the immigration policies of the united states are still in place. it is not like 5 million people with aids can all of a sudden come here. come here on a gurney? how? in what way? are they paying for a vacation themselves while lying on that gurney? why would they come here if they are already on a gurney and experiencing some form of health care? please people make some sense or stick to the facts of the article. do not make assumptions or spread misinformation.

    As another poster already stated "He" is not the one doing this. It started during bush's presidency, and they are the initial ones to pass the bill. On top of that I don't see anything wrong with lifting this ban. It seems inhumane, and ignorant to disallow these people access to our country.

    The only reason I can see people being worried about this is if they have promiscuous sex on a consistent basis. If that is the case, HIV is already on the list of your worries, as well as many other diseases.

    I strongly disagree with lifting this ban. By doing so, people here would be put at higher risk for HIV. Not only that, this puts a further strain on resources that we need for people here who have HIV. Not to mention the strain on general health care resources. The ban should be kept in place.

      All applicants for lawful permanent residence must demonstrate that they are not “likely to become a public charge.” If you are in relatively good health, being HIV-positive should not be an obstacle to getting a green card. However, in determining whether someone is likely to become a public charge, USCIS can look at all of the circumstances of someone’s life. If you have been in a nursing home or have been too disabled by your HIV to work, it is possible that your application could be denied if USCIS finds that you will not be able to support yourself.

      Believe me, since I have worked extensively overseas, if you are HIV+ you will not stay in that country. Keep them out of the US. Test all visa holders and petitioners. And they test yearly to renew your visa. That is the way in the rest of the world.

You're AFRAID of both because you don't understand the disease and it's not YOUR sister.

                                    Both propositions above are driven by fear and being uninformed. It has NOTHING to do with achieving a solution. It is simply a fear-response.

Science has made fabulous advances in the treatment of Aids. It hasn't even been on the national radar for some years now. Millions of people are living reasonably normal lives with HIV every day. Today, the spread of HIV is the issue...not full blown Aids.

                                    You are surrounded on a daily basis by people with HIV. You just don't know it. Rather like people who say "I don't know any gays". *grin* please. So I understand there will always be people driven primarily by fear. It's unfortunate, but unavoidable.

                                    But I vote that we each accept responsibility for learning, educating ourselves, getting outside the bubba box, and embracing reason and love rather than ignorance and fear.

                                    I guarantee....that not one of the haters above has a spouse or child or sibling or anyone they love who has HIV.

I think that we need to start pulling out and focus on getting their government up and running to fight their problems.
