Guardsmen now in battle to find jobs

ELKHART, Ind. - Finding a job in this challenging economic climate is a pitched battle, not the sort of adrenaline-fueled forays that members of the Elkhart-based Indiana National Guard’s 1538th Transportation Company grew accustomed to during 10 months in Iraq.

That lesson is being driven home daily for many of the 46 members of the 182-strong unit who had no jobs waiting for them when they returned home more than three months ago. 

“I just like to work, so… it kills me just sitting at home,” said Spec. Jerry Vanest, 36, one of five members of the 1538th that msnbc.com is following as they attempt to regain their financial footing.

As msnbc.com reported in July (“When Johnny comes marching home – to no job”), some of the unit’s unemployed citizen-soldiers saw their jobs vanish while they were deployed in Iraq, something that many of them thought couldn’t happen.

“I thought you were like guaranteed your job when you got home,” said Pfc. Christine McAllister, 22, of Bristol. “I didn’t know they could actually lay you off while you were gone. So that was a little shocking. I know it upset a lot of people.”

Members of the National Guard and Reserves are protected by the Uniformed Services Employment and Re-employment Rights Act when they are called to active duty. But that law doesn’t protect them when businesses are shuttered or forced to make deep cuts in their work forces.

And that was a common occurrence in Elkhart County last year, when the recession hit the backbone recreational vehicle industry full force as the 1538th was running convoys through the desert sands.

“Before we left … people said the economy’s getting bad and people were getting laid off, but it never really affected me or anybody that I knew,” said Pfc. Jonathan Maher, 21. “So when I came back home, it was like, ‘Wow, all these places are closing down, factories, you don’t see all these cars in front of them.’ … It was a big shock. … It blew my mind actually.”

Despite recent signs that the recession may be loosening its grip on Elkhart County, jobs remain in short supply. Several of the soldiers interviewed by msnbc.com said they had fruitlessly submitted dozens of applications since their return and often encountered “no work available” signs before they could even get in the door.

Sgt. Russell See, a 41-year-old welder who lost his job at Valmont Industries, said the only thing he’s been able to find is part-time work with his brother, chopping and selling firewood.

One job falls through, but another appears
Maher is one of the lucky members of the 1538th, even though the welding job he thought he had lined up on his return fell through. After working odd jobs for a time, he secured a mechanic’s job at the National Guard Armory in Elkhart, a one-year posting that he hopes will become permanent.

“But if this doesn’t work out then, the way I look at it, there’s always going to be trucks on the road,” he said. “You know, you can’t get anything everywhere from a boat, a plane or a train. You’ve got to have semis.”

Also working is 37-year-old Spec. Joseph Dilts, who lives in neighboring Fulton County with his wife and two children. Though his job as a plastics handler with Plastics Solutions Inc. in South Bend was eliminated while he was in Iraq, the company offered him a position as a press operator upon his return. The only hitch: He had to take a pay cut.

“It’s disappointing because it just makes it a little harder to get by,” he said. “I mean I’m grateful to have a job, but it’s too bad I have to take the pay cut.”

Jerry Vanest, 36, has seen his paycheck dwindle to nearly nothing as his hours as a part-time cook at Applebee’s have dried up. He’s preparing to go to Ivy Tech in January to pursue an associate degree in criminal justice, but in the meantime he’s chafing at the forced inactivity as his wife works full-time as a nurse at a local hospital.

‘I feel so guilty’
“I feel so guilty for that every day,” he said in the living room of their home in Mishawaka, where he occupies himself with household chores and home-improvement projects. “I wake up thinking, … she’s going off working real hard every day and she’s tired when she gets home, so I try to do as much as I can around the house to help her and run errands and get groceries and things like that. ‘Cause I do, I feel bad.”

Christine McAllister also is preparing for classes at Ivy Tech. In January, she will use her military education benefits to embark on a two-year program to become a licensed practical nurse. Then she plans to pursue her degree as a registered nurse, which will take another two years.

Just as Maher sees a bright future in the underside of a truck, McAllister said she is confident in her job prospects once she is trained and licensed.

“There’s always jobs in the medical field, so I’m not worried about that,” she said. “Once I get my degree, I’m good.”

The scorecard for the five Guardsmen that msnbc.com is following – two working (albeit one at a lower wage), two heading back to school and one working part time – actually isn’t too bad given the current economic conditions in Elkhart County, said Scott Mitten, a former Army Ranger who now runs a job assistance program for the Indiana National Guard.

He expects there will be more success stories in the coming months, as more soldiers throw themselves into serious job hunts.

“The 1538th is still on their reset time,” he said. “We talked to a handful in the first couple weeks, but most of them wanted to depressurize a little bit and figure out where they are. They said, ‘Give us some time to settle down and we’ll come see you.’

“They understand the Indiana National Guard is here for them, and when they need a little help, they realize that there are programs to help them.”

            The reason there is such a big amount of respect for WOMEN now is because of the United Nations AGENDA 21.

                  ok..i just got back from IRAQ and iam a Guardsman..if u are not smart enough to KNOW that your unit comes from a town that has NO JOBS and was featured in every newspaper in the country that said: INDIANA TOWN HARDEST HIT IN RECESSION. and u know that u will or there is a VERY good chance u will not have a job when u get back AND u DO NOT save your money though out the deployment {military personal can make a average if u are a SGT w/dependents at least 5-6 grand a month TAX FREE} i dont have pity for you. i came back in Feb and just NOW i got a job working security and i was living off of my savings that i earned from the DEployment for the last 9 months and i still got some money left in case!. too many soldiers go on spending spree when they get back or when they are there..buying flat screen TVs, cars, putting down a huge down payment on a house but having no way to pay the mortgage when they get back. iam sorry but i dont feel any pity for them if u are too stupid to plan ahead.

                  Yes, I totally agree. The problem is many businesses like James River Petroleum, Inc. don't like veterans, because they don't like this war. As veterans, we all did the jobs we were told to do. Unfortunately, a few chosen anti-war idiots are in charge at many businesses. Therefore, the first jobs to go in the local area are usually those done by veterans like me who lost their jobs earlier this year, simply because they were veterans.

                          Come on--EVERYONE is losing their jobs--including me--at least there are free training options for these military folks--good for them for taking advantage of it--anti military my a@@. The overwhelming majority of people have great respect for what vets go through, but they are just people like you and me.                           This issue is not specific to the National Guard or to the state of Indiana. It is a problem across the country that is affecting all veterans and just NOT the National Guard. I just recently left the active army and relocated back to MN after 26 years of service to include a tour to Iraq. Even though, I am close to metropolitan area, I to am having difficultly finding employment to include state a federal jobs. One issue which I believe is prevalent in the Midwest, is the general lack of understanding of the experience and work ethic veterans bring to an employer due to the lack of military presence within the region. Another issue is, even with a military preference there are at least seven veterans standing in line for any one job. Some of these veterans are National Guard members who only spent a little over a year on active duty compared to my 26. Also, civilian type National Guard jobs are almost exclusively reserved for National Guard members only (such as the Maher example mentioned in the article) unlike Federal and other state jobs which are open to all veterans. I think returning National Guard members also have the edge of having an established local networking base that returning active duty members may not have. We are all veterans and I do not think there should be any distinction between National Guard and active duty veterans, but preferences and support needs to be fair and equal across the board.

                          I agree that it is not just a National Guard problem but a problem for all military personel, however I have served as both active duty and Guardsmen deployed as a guardsmen and sevre with some whom have 4 and 5 deployments under their belt, I myself am looking at another in the near future so as far as your 26 mos go'es it's irrelivent, why the Guardsmen may or may not have an advantage is that many had jobs before they left to a deployment and were not under full time employment with the Fedral Government via the military before hand and once they get back they dont. Now if you just left the military you should have been looking for a job first before making the jump, However we are brothers none the less so I will ask you to Go to the EDD office and ask for information on the (WIB) WORK FORCE INVESTMENT BOARD, they will help get you funding for training or help you to find employment. Good luck bro! the sarge.

                          Sarge, just a point of clarification - that 26 years not months. 2 years in the NG and 24 on active Army. I have been looklng for a while, but the whole point of this discussion is that there is a recession and it affecting all vets alike and not just NG.

                          Your absolutely right and I apologise give the WIB a try, I myself am in my 40s its especially hard for us, They say 40 is the new 30 but that's only in a social circles, 40 is the new 60 as far as business and jobs go.

                              I would like to say thank you to all that have served this great country, and if I could hire each and every returning Vet I would. What a productive company that would be. I served during the prior conflict, and it is hard and very stressful to just get back to being a civilian again, looking for work and trying to start life again with the family just adds to the stress. We as a country need people who deploy us to serve to support us when we return, limited but do take advantage of what your home state does offer. Join veterans groups to help support other returning vets. Get involved in making differences for those who will be returning later. Most of all never give up and believe me when I say this for every person who does not understand what it means to serve, their are many of us who do and those who have not served that support those who do. We as veterans need to make a stand and that which effects one effects all. When voting people into positions, vote for those who fully support those who are serving and those who have served. I am a construction trainer, preparing people for careers in the construction trades. It is investing time if you have time into a career that really understands what veterans bring to the work force. Take the time you have and invest it wisely by either educating yourself further or preparing yourself for the career you want. In my home state the employment dept has job specialist for returning vets. Contact your local VA and if you do not feel that they are working for you contact the VA compliance dept., they will insure that you are served. I will be the first to say not the best system, but it is there. I had two of my sons return from this current conflict and with persistence and support they have started their careers both in the construction trades. Use your strength, discipline, and your ability to always overcome anything in your way to be completive in todays job market. Always remember your fellow brothers and sisters in arms and change the way we currently support those who serve. Vote with veterans rights in mind. Thank you for your service and may God bless you in all ways. For those of us who have been down this road upon our return, reach out to those that are starting. We are the best resource for these returning soldiers. Veterans are problem solvers, Lets get in and get ur done!!!

                              There are very legitimate claims to reports of companies laying off military personnel, I have experienced it! However I believe our focus should be on the national and our local Micro-economies.

                              Nationally; too many companies have been allowed to move operations to neighboring countries or to farm out jobs overseas, each and every job that is not here represents Taxes, healthcare and local economic stimulus that are desperately needed here.

                              Companies have been forced to down size to survive which can’t be helped however with the economy slowly turning those same companies are not in a hurry to once again take on the additional cost of additional employees and the health care benefits’ the federal government will make mandatory in the near future affecting their profit margins.

                              Locally; Micro-economics have a huge impact on the overall economic recovery, Companies that have a high number of commuters in their work force have negative impacts on local economies and add a tremendous amount of stress on local infrastructures as well as add to the pollution problem.

                              NAFTA should be rethought, I believe that if we gave huge tax breaks and government subsidies for health care benefits’ to companies that return jobs to the US in hard hit communities with further incentives for companies that hire at least 80% of their work force from within it surrounding communities and for hiring Veterans while penalizing companies that have over a certain percentage of its employees who commute or do not carpool. We can get our country back to work. Let’s stop trying to prop up economies and governments in other countries, while I agree that feeding some very poor countries is the right thing to do I believe that it is a waste if we allow rebels or factions to control it’s distribution or lack thereof Time to take care of US. A.

                                When many of us came back from Vietnam, the country was in a reccession and very few jobs were available. I went back to college, used the GI Bill, food stamps and the placement office to land a job several semesters later. Most companys recruiting at a College will give a student with a military service an edge over other students. Good luck guys, Just don't sit around it will drive you crazy

                                Time for mass deportations to clear illegals from the job market, it was done during and after other wars by the sitting presidents. They deported millions over a two year period. It worked and put American Service personnel back to work and raised wages for many types of jobs. No immigration reform, yes immigration enforcement.

                                  hey rae..this is NOT bout immigration..if u know anything..Latinos have the most "medal of honor" winners and 75% of them were immigrants who were illegal but still fought for this country! if anything this country should get rid of the Arabic people who own business,s here but have dual citizenship w/their country of origin and they work here for 6 months then go back before the 6 months are up so they wont have to pay taxes..but no one says a dam thing about these types of people who hate us and exploit the laws.

                                                            I do feel for these soldiers when they return because it is a lot worse around Elkhart this year than when they left. That being said, I am a small business owner and have run ads for mechanics several times this year only to get squat; no replies or 1 or 1 with absolutely no experience. Even when we've called on persons we know were laid off, we find that many people want to run out their unemployment beniftis instead of working. I really think this is the mentality the country as a whole is going: give to me because I should not have to work for it. Sorry, but with all the handouts and bailouts, I really don't see how this will ever turn around if people aren't taught anything worth having and keeping is worth earning the hard way - meaning work! (I always say, work is a verb, job is a noun)I hope the one gentleman checks the employment ads this weekend, because our company is hiring again - had to get rid of two because they only wanted to work a few hours a day at their own discretion! I honestly don't care if the potential candidate is 20 or 40 or 60 or black, white, hispanic or purple! Looking for experience, pride in their job, and self-responsibility!

                                                              Debbie It's funny that you mention mechanic I am 44 a(s I stated in a earlier blog)and have been in printing for the past 14 years and worked my way up to the Production Managers position at my previouse employer but have now been out of work since Sept 3, and Im not sure around Elkhart but I know that here in Fairfield Ca, there are very few places you can just walk into and apply for a job mosy do thier hiring thru online agencies who's ad's are run all over the country. I(as a vereran) went to the WIB work force investment board to help me with what was explained as a program to help vetarans find employment and or training. And wanted to be trained by WYOTECH as a light duty diesel machanic in a step towards heavy duty diesel (hoping to get hired by Union Pacfic RR. but after three weeks of no conact by the WIB I called and found that " thier quota of vetarans has been met and they were going to place me into a program for displaced workers instead. OK and fine but that program has to deal with employment in areas of potential growth in SOLANO County alone, of wich thier is none, Ive been looking believe me. I have always worked and have always tried to teach my children of the importance of earning your keep so that they would not spend what they have worked hard to earn however in some cases employers will hire part time only so that they dont have to pay for health bennifits or and dont have to worry about laying off personel when things slow, and some employers want to pay only minimum wage " wich after taxes " wouldnt pay to feed and house a family of five.Ater looking at what I through my work have earned to recieve through unemployment vs what some want to pay I would be crazy to give up more for less in any case. My suggestion to you would be to hire two mechanics one older one younger have a longer probationary period and be fair but firm as to your attendance policies. let time attitude and attendance sort out for you who wants to work.
