Obama moves to curb federal secrets

WASHINGTON — More than 400 million pages of Cold War-era documents could be declassified as the federal government responds to President Barack Obama's order to rethink the way it protects the nation's secrets.

Among the changes announced Tuesday by Obama is a requirement that every record be released eventually and that federal agencies review how and why they mark documents classified or deny the release of historical records. A National Declassification Center at the National Archives will be established to assist them and help clear a backlog of the Cold War records by Dec. 31, 2013.

Obama also reversed a decision by President George W. Bush that had allowed the intelligence community to block the release of a specific document, even if an interagency panel decided the information wouldn't harm national security.

Advocates for a more open government are cautiously cheering the move.

"Everything will depend on implementation," said Steven Aftergood, director of the Project on Government Secrecy at the Federation of American Scientists. But the order "has tremendous potential to reduce the level of secrecy throughout the government."

In a memo to agency heads, Obama said he expects that the order will produce "measurable progress" toward greater openness in government while also protecting the nation's most important secrets.

"I will closely monitor the results," he promised.

The still-classified Cold War records would provide a wealth of data on U.S.-Soviet relations, including the Soviet invasion of Afghanistan, the fall of the Berlin Wall, diplomacy and espionage. A Soviet spy ring in the Navy led by John Walker headlined 1985, which became known as "The Year of the Spy."

On his first day in office, Obama instructed federal agencies to be more responsive to requests for records under the Freedom of Information Act and he overturned an order by Bush that would have enabled former presidents and vice presidents to block release of sensitive records of their time in the White House.

The government spent more than $8.21 billion last year to create and safeguard classified information, and $43 million to declassify it, according to the Information Security Oversight Office, which oversees the government's security classification. The figures don't include data from the principal intelligence agencies, which is classified.

Our classification marking system is draconian. Part of that was a reaction to the attacks of 11 SEP 01. Prior to that, classification guidance was less restrictive. IMO, the system is overdue for an overhaul, so Mr. Obama's move is a good one.

If Obama wanted to prove that he wants an open gov, he should have followed through on his campaign promise to air the health care negotiations on CSPAN.

And UNA Lion is correct. As a submariner for 23 years (and an assistant security manager on one), the classification system is its own bureaucracy. I think this si more pillow talk; I don't see substantive reform coming. We have bigger fish to fry anyway.

But those on the right would find fault with Obama no matter what he does and don't tell me it is his policies 'cause that is BS. The right hated him before he even opened his mouth.

    No, I'm not touchy. Seeding an article with a "those of you who disagree with me are phony" statement raises an eyebrow. Assuming only paid Obama-haters would disagree is naive.

    Those of us on the right find problems with Obama just as those on the left find them with Bush. Are some of the criticisms of BOTH unfounded? YES. That, we can agree on.

    On the article, as I stated earlier, there is virtually an infinite amount of classified documents just in the armed forces alone. I have never been privy to much intelligence data, but I would suspect they would have more than the military due to the nature of their jobs.

    Here's the problem: We try to write "Classification Guides" that allow for the proper classification, marking, handling, disposition, and declassification of everything through the tedious process of listing what is classified and at what level kind of like a dictionary. Then, someone expects that there will be a plethora of "experts" that can start tearing through warehouses full of documents and correctly verify, re-classify or declassify each individual item within each individual document.

    Ain't gonna happen.

    btw, 99.9999999% of what would be declassified would be of zero interest to anyone. I personally marked classified documents while asking myself "why the @!$%# is this classified?" on countless occasions.

    I assumed nothing about "only paid hate him" What I did say is that the right hated him before he open his mouth and they still do, with a vengeance I have never seen. Not even Bush. I know all about classified info as I had security clearance for the blueprints to jet fighters that the public has no clue about. I have many friends in the aerospace field working with experimental design in military planes. I really can't say more than that.

      I never said anything about "hate", but if that's the word you prefer, fine. Your inability to see the level of vitriolendured by Bush brings your objectivity into question. Both Presidents have been unfairly assailed.

      I can't really say much more myself. But I can tell you experimental aircraft blueprints wouldn't scratch the surface of the mountain of classified material out there.

          This will put some government shredders to work. Paper recyclers should have a field day.

          Obama's problems:

          Healthcare is slashed for the elderly. No small business - Jobs

          Now classified documents will busy the enemies of America.

          The enemy might benefit. Most Americans could care less. Nothing surprising here. Obama is very little experience reversing the growing trend, putting Americans back to work. This guy is clueless. He makes mistakes on a daily basis.

          Just get out of the way, Obama. Quit stabbing American small businesses. Stop printing money is a good next step. Put the stimulus money back into the treasury. After that vacation in Kenya for the next three years.

          Then start writing your memoirs.

              If there are secrets that I would love to know, the role CIA played in Africa would be the first. Second, how much biological weapons were used by the US government on its citizens, etc. If I can get any information about those two things, so I can put some of my conspiracy theories to rest.

                  Transparency............there hasn't been anything transparent about this Administration where it is needed from the day he took office. What happen to sitting around the big table with ideas on health care reform. This reform was struck in the middle of the night behind closed doors with the final action of buying votes. We need transparency in actions that affect day to day life that won't compromise our national security. Releasing information on our national security is ridiculous. We are already a laughing stock to the rest of the world. Haven't the apology "We're sorry" gone a little too far and now he wants to release records on how our national security was thought out. Does he not realize the terrorists hate us and want only one thing.....our destruction. Now we are giving them secrets from previous eras.

                  There is a big difference in historical documents and a country's national secrets. "I will closely monitor the results"................That makes me feel all warm and fuzzy and safe. NOT AT ALL!

                  I don't think it is "crazy" at all to want my country to keep us safe and releasing secrets is a sure fire way of not doing it.

                  If it was classified then......it should be now. Our destruction by the terrorists is because they hate our way of life ....the freedom that we enjoy...everything we represent they hate. Declassifying documents will not change that hatred for us. Mr. Obama made a world-wide tour apologizing for America.........for our "wrongs"...did it help.....NO. It only made us look very vulnerable in their eyes. and very easy prey for their acts of terrorism.

                    Darlene, classified documents have downgrading and declassification instructions and dates for such, so many documents that were once classified (depending on level of classification) are no longer. The instructions for downgrading and declassification criteria change from time to time. Classified documents must be stored and safeguarded, and records are kept of them. You can imagine the sheer volume of classified documentation a country of our size generates on a daily basis. Think we can be certain that Mr. Obama is receiving guidance from seasoned security experts on what documentation should and should not be de-classifed and/or downgraded.

                      I do know that but I still think once classified (it was done for a reason) should remain classified. About him receiving guidance, I am not quite sure on that one....first the system worked but then it didn't and then we had a systematic failure.

                          OK, you're gonna make me do this, so be it. The Afghan rebels, under Bin-laden, were trained and armed by the U.S. Govt. We had a longstanding agreement with them that we would protect them and supply them with weapons and money. One of the provisions of the agreement with Russia was that we would pull our support of Bin-laden's group. Let me rephrase that:

                          We broke, violated, shat on and wiped our collective asses with yet another treaty with a person of color. That is why they hate us. Because we are not a people whom keep their word. We value money and frivolous things above all else. We donate to the poor and write it off on April 15, not out of the goodness of our own hearts, but so we can feel better about ourselves and get another reason to not pay our taxes. In short we SUCK. WE lie, cheat and steal our way to the top and for WHAT? a few extra pennies on our paycheck, a new nano, that chrome package on our new car??? That is why they hate us. We are materialistic PIGS that value money and oil and possessions over lives, (ours and theirs). It's not our freedom, it's our anti-God way of life.

                            Bush Sr. had a personal stake in keeping things secret - not only was he head of the CIA, he was also a close friend and colleague of Theodore Shackley (CIA station chief of Miami and involved in the Bay of Pigs fiasco as well as head of various CIA assassination programs).
