WASHINGTON — Texas Republican Rep. Randy Neugebauer acknowledged Monday that he is the lawmaker who shouted out "baby killer" during a floor speech by Rep. Bart Stupak, an anti-abortion Democrat whose vote was crucial to passing the Democratic health care bill Sunday evening.

Neugebauer, who has represented a solidly GOP district that includes the city of Lubbock since 2003, said he had apologized to Stupak for his outburst, which drew a rebuke from the chair during the often-rowdy debate.

"Those that are shouting out are out of order," said Rep. David Obey, D-Wis., who was presiding in the chair at the time.

Neugebauer insisted in a statement that he was not referring directly to Stupak but to the agreement that the Michigan Democrat helped work out with the White House. That eleventh-hour agreement, under which President Barack Obama said he would issue an executive order pledging that no federal funds be used for abortions, helped seal the last votes Democrats needed to pass the bill.

He said his exact words, referring to that agreement, were "it's a baby killer."

"While I remain heartbroken over the passage of this bill and the tragic consequences it will have for the unborn, I deeply regret that my actions were mistakenly interpreted as a direct reference to Congressman Stupak himself," he said.

But Neugebauer also acknowledged that the House chamber "is a place of decorum and respect. The timing and tone of my comment last night was inappropriate."

Neugebauer is one of the House's most conservative members, consistently speaking out about the need for lower taxes and smaller government. Last year he co-sponsored a resolution requiring that presidential candidates produce copies of their birth certificates. That followed "birther" movement allegations that Obama was born outside the United States and not qualified to be president.

In an interview Monday with Fox News, Stupak lamented the prevalence over the past year of "uncivilized behavior" when lawmakers are trying to speak on the House floor. "We can disagree on these issues as we should and we should have a meaningful debate but personal attacks have no place on it."

Later, talking to MSNBC, Stupak said he accepted Neugebauer's apology but questioned the Texas Republican's claim that it was not personal. "I certainly took it as a personal attack on me," Stupak said. If not, "maybe Randy needs to apologize to the House of Representatives."

The outburst was reminiscent of last September when another GOP conservative, Rep. Joe Wilson of South Carolina, yelled out "you lie" when Obama was addressing Congress on the health care issue. He also issued an apology.

Unlike that incident, Wilson was quickly identified by reporters covering the speech. This time, it was not immediately known who did the shouting and it was nearly a day before Neugebauer came forward.

In Wilson's case, the House on a mainly party line vote passed a resolution of disapproval formally criticizing him for violating basic rules of decorum and civility.

House Majority Leader Steny Hoyer, D-Md., asked Monday about Neugebauer, noted that he had apologized.

"He shouldn't have done it. ... I don't think further action is needed," Hoyer said.

Neugebauer's "baby killer" shout came at the end of a day of passionate and often vitriolic speeches on both sides of the health care issue. There were also tea party movement protests against the health care bill in which some demonstrators used racial slurs against black members of Congress and reportedly spit at one black lawmaker.

WHEN someone like him can manage to get pregnant, then I can MAYBE, possiblly see him having a say in THAT pregnancy. Until then, he should keep his narrow views to himself. MOST Americans, even many repugs, don't want government intruding in their PERSONAL reproductive choices. But the repugs certainlty don't mind butting their noses into EVERY BODY's elses!

I don't like to see deletions if they're other than personal insults.

Multiple articles often are posted regarding a single subject ... that's authors' prerogative. It stands to reason that, if ten article appear on the same subject, one person might express objections or concurrence on each of the ten articles. If the comments are in any way related to to the topic, why would limits be imposed?

It's not logical.

I never agree with anything Paul Lucero posts, but this time, I say, if his links related to the topic at-hand, he should not be suspended and his links should be restored.

Hetep and Respect folks this is NV not digg. It is expected that a comment is just that a reasonably worked out comment that contributes to the subject at hand. Just cutting and pasting with disruptive results is not helpful to the piece or the vine.

Look at how many comments are just about the post not the subject of the piece.

I love how he is claiming he said "It's a baby killer", in reference to the bill and not Stupak--multiple sources that were present said no one heard "its", and you surely can't hear it on the clip..not to mention it was said when Stupak was speaking. Rather than being a coward, why can't he just own up to his rude and FALSE outcry? However there is no need for an apology, it's not like it would be sincere anyway.

  • If this congressman is not in control of his emotions he shouldn't be in office. I understand he is a direct reflection of this constituents and that doesn't say much for his Texas district. This isn't a first term elected official this old fart is a seasoned veteran.
  • This is a growing pattern and troublesome from the elected officials on the right. They continue to show disrespect for our President, the Democratic Party and the vision for America's future.
  • The republicans in concert with the infamous tea-baggers and other right-wing nut groups are creating a toxic atmosphere in America of fear and hatred. I believe it's just a matter of time before one these groups becomes so hyped-up on their daily dose of hatred, bigotry, and racism that innocent people will get hurt.
  • If innocent people get hurt because of this irresponsible rhetoric from the GOP/RNC and their subsidiaries they should be held accountable.

since i'm a multi generation texan, fools like this contribute to the stereotype (rightfully so) as texas being nothing but a bunch of uneducated hicks. i will do everything in my power to make sure he's not re-elected. the daily kos has 3 different phone numbers for his offices in abilene, lubbock and big spring if you want to call and give him a piece of your mind.

i want to know how many of these "babies" he's taken in, adopted, helped feed, clothe and shelter. funny how the revulisions always scream about the sanctity of these fetuses yet do nothing to help them once they are born. and they don't seem to mind all those millions of unborns being killed in iraq, afganistan, and other places we feel we need to be. if cost of the health reform is such an issue, why haven't they demanded we leave the middle east yesterday? talk about funding!!!

Regardless in what context Rep. Neugebauer said or any one said, language like this should not be in our Congress floor. Our representatives are elected and represent us. Does Rep. Neugebauer's outburst represent his constituents? If so, we should move that district to some third world country like Somalia.

Really? Well, Rep. Neugebauer should call the authorities right away then. I would, I wouldn't just sit around the House Chamber yelling "baby killer" if I knew someone was killing babies, I'd call the police immediately.
