WASHINGTON — The federal official running the BP oil spill response proposed Monday having a third party from the oil industry represent polluters to correct perceptions that the company responsible in such disasters is in charge of cleaning up the mess.

Incident Commander Thad Allen told a panel appointed by President Barack Obama to investigate the oil spill that BP in no way tried to short-change costs, even though the public and politicians thought the company did. He proposed that someone from the oil industry could represent the polluter in future spills, instead of the company at fault, and eliminate the "the perception that the responsible party is intimately involved in the response," which he said raises questions about who is in charge.

In the days and weeks following the April accident, the Obama administration struggled to show it was in control. Oil spill law drafted after the massive Exxon Valdez spill is partly to blame, because it gives the company responsible for the spill a central role.

The two-day meeting of the spill commission will also look at other potential missteps by the administration, including the controversial use of chemical dispersants, a moratorium on deep-water drilling and Obama's plans to make the Gulf's environment better than it was before the accident.

"Much was done well in responding to this spill, other things not so," said former Sen. Bob Graham, the co-chairman of the panel. Five years after Hurricane Katrina he said "many have the same questions whether the government moved quickly enough and was effective enough in its activities, its communication and its partnership with state and local governments."

William K. Reilly, a former Environmental Protection Agency administrator who co-leads the panel, described the relationship between BP and the federal government as an "uneasy partnership," adding "it's very difficult to make the case that we were well prepared."

The April 20 explosion and fire killed 11 workers, sunk the Deepwater Horizon drilling rig and unleashed 206 million gallons of crude oil. It also tested the oil industry's and government's capabilities to respond to a massive blowout in deep water.

A BP PLC official said Monday that while no single entity could have handled the response alone, it was clear the government was calling the shots.

"I can assure you that at all times the Coast Guard was in charge," said Doug Suttles, BP's chief operation officer for exploration and production.

But Billy Nungesser - president of Plaquemines Parish, one of the coastal areas most affected by the spill - told the oil spill commission that he still doesn't know who is in charge.

"It became a joke ... the Houma command was the Wizard of Oz, some guy behind the curtain," Nungesser said. "We never got a yes or no, we just kept waiting and waiting."

Corexit is a toxic oil dispersant used by BP in the Gulf to disperse and sink oil before it reached shore. Huge amounts were used and the Coast Guard had no Environmental Protection Agency clarification of the hazards of using this much dispersant.

We need a national policy and industry wide policy to skim and recover oil instead of disperse and sink it. Sinking oil leaves the suspicion that BP did this to make estimates of the total oil spill impossible for the purpose of assessing fines. This would be consistent with BP's initial public relations-propaganda campaign to under estimate the oil spill in the initial couple of weeks.

The oil industry needs to purchase state of the art recovery and skimming equipment to have on hand for immediate deployment in the Gulf region. This has already been suggested by the private sector. BP is also interested in hiring out its services with the equipment it has purchased for the current spill.

We need to adopt Canada's requirement that two wells be established side by side for all deep ocean drilling. One well would be the primary and the other well the safety back up. If this had taken place, the catastrophe would most likely not have happened.

Obama is not without fault in this, but my main criticism is that he fell for BP's initial under estimates of the spill. I do not have any patience with the right wing back lash blaming Obama on bogus issues from the Jones Act and not hiring foreign company with state of the art skimming and recovery equipment to Obama somehow blowing up the oil rig to advance his socialist agenda. The Jones Act applies only to within 3 miles offshore and the oil spill was 48 miles offshore. A special fast track exemption process was set up if a waiver was needed. The Coast Guard did in fact hire the Dutch company with the skimming booms. These were not foriegn companies offering to help out of the goodness of their hearts. They were hiring out their services. The only reason they would approach the government would be BP not hiring them.

The bottom line is that Obama taking change and hiring these companies at taxpayer expense fits the description of big government and the nanny state intervening in BP'S OIL SPILL. BP had access to the equipment and experts and were legally responsible for the spill and its impact on the region. You can't call yourself a real conservative with issues about big government on the one hand and then shamelessly set aside those issues to take cheap shots at Obama without being criticized for hypocrisy.

Last but not least, we need real regulators doing real regulation. This catastrophe was predictable for months given the reckless executive decisions being made and the 11 month history of methane issues at this oil rig.

Thank you for your time and great information, much appreciated. my question is why did the Obama Administration allow this.. it appears that he is not only under the dictation of the Queen whom owns BP but the bigger picture of the Globalist, whom say we should destroy our coastlines to allow BP to skip on paying their fines... this country makes me sick.. or at least the Federal Government.. 9th and 10th amendment rights should have been enacted and the states should not have allowed the spraying.. killing millions of mammals in those waters.. criminal...

        This disastrous oil spill had been the most debated environmental issue in our current year. Though huge efforts have been done it seems that there is not enough development to achieve the goal. It is just like some individuals need notice. It is all they care about. Sometimes, people do things that nobody cares about, like shaving their head. Other individuals are just pathetic in what they do. For instance, one going on a reality Television show on MTV would do this. Then you will find the harmful attention getters. These people harmed themselves and others during the process. Storro was one of the harmful ones. She gave the media a phony story about an acid face assault that ended up making her disfigured.

          Julia i think very little was done.. the Federal Government just allowed the oil to gush out and didn't allow international help until the 79th day... meanwhile BP was allowed to do whatever they wanted to do, damaging those waters for at least a century...

          the federal government is inept and bought by Globalist interest and that is not in the interest of the American people or the Humanity...

                My response was to Claudia. I wasn't computer quarterbacking anything. If I was the President I would not have done anything I don't have the expertise. But I would have turned it over to the experts in our government to find a resolution. Which I'm sure he did. Does anyone really think the President just did nothing but wait for BP to ask for help?

                    Unfortunately, obama seems to lack the ability to recognize whether he is taking advice from an expert or not, just take a look at the people he surrounds himself with, hardly an expert in the bunch within the area they are making their decision.

                        Fact that while international ships were anchored and waiting to get approval to start sucking the oil up into tankers, they were not allowed to do so.. what are you talking about people....the whole thing was sabotage.. you people better wake up to what the government is up to and what they are doing..like the CEO selling all of his shares weeks before the explosion.. USE YOUR CRITICAL THINKING SKILLS PEOPLE.. time is running out.. you actually think Obama is what?.. some kind of real leader who cares about anything other than his own skin. Look at who owns BP.. google that.. and look at how Goldman Sacks dumped their assets in BP before the explosion.. the government sitting there not doing a @!$%#ing thing for months.. a real concerned being would have accepted international help to get that oil off the ocean surface but instead they let it gush and gush out and used that corexit.. to kill and contaminate those waters further.. Obama's main point was to push his Crap and Trap.. (cap and trade).

                          Considering that initially it was unknown if this incident was a terrorist attack, probably not handled very well, no? It seems the president was more concerned about getting his next cup of coffee than getting down to the coast to see what happened.

                          If anyone cannot see the ambivalence in this event that was evident on its face, then America - you are either induced into a trance or are simply not facing reality. When an actor comes out of the woodwork in Hollywood to endorse an invention his brother made because he is so deeply concerned about this disaster - did that speak to anyone that maybe this is rather serious?

                          And so goes the administration.

                          Just because coverage of the oil disaster has slowed down does not mean that the disaster is over...so it is NOT old news. The disaster still needs to be taken care of.

                          Sometimes I have a feeling that there are some lobby groups that use such events like this one as a diversion point. I am surprised that they did not label it as a plot or a terror attack. We get paranoia people.

                                  For the people that have been criticizing Obama from the split second he won the presidential race onward, they expect him to have a superman outfit and super man scuba gear in the closet to fix everything in the Gulf at a single bound.

                                  What would John McCain have done after Big Oil financed his presidential candidacy? Or would "drill baby drill" Sarah Palin being handling it?

                                  It was under Bush that BP got the contract to fuel our military. BP is incorporated in the United States and does pay taxes, more than what you can say about Halliburton, TransOcean and other companies.

                                      Long story short: BP was too greedy to pay for safety issues....BOOM! 11 people dead, worst environmental disaster in ages. Because of the egomaniacs in charge, response was pathetic.

                                      The oil disaster is NOT over just because media decided that it is "old news".
