To let an HIV person come into any other country is called "spreading" the virus. It's bad enough this country is going in the toilet.

The infected and noninfected persons both share the responsibilty to prevent further infections. This should not prohibit travel/immigratio

How can we justify the limit of travel for those with HIV when there are no restrictions on those carrying more highly contagious diseases?

    I see no reason to block HIV + tourists, and the US healthcare system is not so great that I see many HIV + people immigrating for care.
