Costa Ricans prepared on Monday to join a controversial free trade agreement with Central American neighbors, the Dominican Republic and the U.S. after a thin majority apparently backed the pact in a national referendum.
Costa Ricans on Sunday appeared to narrowly vote in favor of joining the Central American Free Trade Agreement with the U.S., and President Oscar Arias declared victory for the pact. But with results so far contradicting most earlier polls, the opposition balked at conceding before a manual recount.
The White House said Saturday that if Costa Ricans vote against joining a U.S.-Central American free trade agreement, the Bush administration will not renegotiate the deal.
While the vanquished Costa Ricans hung their heads in bewilderment, Ivan Kaviedes pulled a Spider-Man mask from his shorts — in Ecuador's team color of yellow, of course — stretched it over his head and ran around like a schoolboy.
