Sen. Max Baucus (D-Mont.) has proposed imposing reduced limits and flexibility on Flexible Spending Accounts, which are funded with pre-tax payroll dollars by workers. FSA accounts can be used to pay for co-pays, prescriptions, and deductibles among other medical expenses.
